# Moldova offers teachers €15,300 relocation grants amid school reform

Teachers, principals, and auxiliary staff who move to schools in new localities following institutional restructuring can receive a one-off relocation grant of up to €15,300 (approx. 300,000 MDL). The Cabinet of Ministers approved the new regulation on August 5.

According to the Ministry of Education and Research, the incentive serves as a last resort. Authorities will only issue grants after exhausting all placement options within the same administrative district.

**Strict placement conditions prior to relocation**

Before approving a transfer, local authorities must seek vacant positions nearby. They are required to explore shared teaching hours across multiple schools, assign compatible roles, or offer free retraining programs.

The government will disburse the financial support in two equal installments of €7,650.

The first installment is payable within 30 days of employment. Beneficiaries will receive the second payout after six months, provided they remain at the new institution. All transactions will be processed through MPay, the state e-payment gateway.

**Clawback clause and structural scope**

Recipients who leave their post within five years—either voluntarily or due to breach of contract—must repay the grant in full. Exceptions apply if employment ends due to circumstances beyond the worker's control or if the ministry approves a secondary transfer.

The overarching reform targets 73 educational institutions, affecting roughly 1,300 students and 683 teaching staff.

Under the reorganization plan, 53 sites will become primary-kindergarten complexes, eight will convert to primary schools, five will operate solely as kindergartens, and seven will close completely.

**Addressing systemic staff shortages**

Education officials expect most teachers to secure positions in neighboring schools across the same district, helping offset regional staff shortages. The government has allocated a total budget of €459,000 (9 million MDL) for the relocation allowances.

The Ministry of Education emphasizes that these structural changes aim to elevate learning standards in severely underpopulated rural schools.

Currently, one in ten schools nationwide enrolls under 50 students, while one in five has fewer than 90 pupils. These small institutions frequently force educators to teach subjects outside their specialization, leaving students without access to modern labs and extracurricular activities.
