# Moldova Integrity Agency shelves probe into former Moldatsa boss

Moldova's National Integrity Authority (ANI) has declined to launch an investigation into the personal wealth and assets of Dumitru Vangheli, the former interim administrator of state air navigation company Moldatsa. The decision follows a request by the Public Property Agency (APP) to review potential declaration violations.

ANI stated that the assets highlighted in the referral were acquired before Vangheli assumed his official role on August 8, 2024. Consequently, those acquisitions fall outside the agency's legal audit timeframe. A preliminary review showed no evidence of violations during his actual tenure.

**Declared assets and income**

According to his final asset filing, Vangheli earned 643,000 MDL (€32,800) during the first six months of 2026, averaging roughly 107,000 MDL (€5,460) per month from Moldatsa.

His declaration lists six luxury vehicles, including a 2022 Toyota Camry and five cars purchased in Canadian dollars: a Ford Escape PHEV, Mazda CX-5, Tesla Model S, Lexus RX 450H, and a Rolls-Royce Ghost. In 2025, he reported selling four other vehicles for a combined 1.17 million MDL (€59,700).

Vangheli also declared a 399-square-meter residential property bought in 2022 for €425,000, alongside nearly CAD 500,000 in Montreal bank accounts. His crypto portfolio—comprising Bitcoin, Ethereum, LINK, TRX, and other tokens—has an acquisition value exceeding $1.12 million.

Additionally, he holds shares in six Moldovan companies, 50 shares in Airbus, and 3,000 shares in Canadian firm RioCan. His liabilities include loans totaling €630,400 and $10,000 USD contracted between 2022 and 2023.

**Fake credentials and administrative shockwaves**

Vangheli was dismissed from Moldatsa on June 22, 2026, after the board revoked his mandate over lost trust. The decision followed a media investigation exposing false claims regarding his aviation credentials and education on his resume.

The scandal exposed broader governance failures within Moldatsa. A subsequent audit by the National Anti-Corruption Center revealed dozens of uncompetitive hires, discretionary bonuses, and questionable expenses, including a 9 million MDL (€459,000) training budget spent over nine months.

The fallout forced several high-profile resignations. Former spokesperson Anastasia Taburceanu resigned after reports revealed her monthly income exceeded 120,000 MDL (€6,100) in 2026. Radu Marian stepped down as head of the parliamentary economy committee, and APP Director General Roman Cojuhari resigned, taking responsibility for oversight failures.

ANI noted that shelving the current probe does not prevent a new investigation if fresh evidence comes to light.
