# Moldova parliament pushes 23 EU reform bills in extraordinary session

The Moldovan Parliament convened an extraordinary session on August 24–25 to address a heavy legislative agenda. Lawmakers are scheduled to examine 37 draft laws, with 23 measures directly tied to the country's European Union accession commitments.

The legislative package spans social protection, justice reform, financial markets, environmental protection, infrastructure, media regulation, postal communications, and road safety. Lawmakers are also debating second-reading amendments to the Electoral Code and the Parliament's internal rules of operation.

**Accelerating EU legal harmonization**

Policy experts emphasize that the extraordinary sitting is vital for closing existing delays in transposing European norms into domestic legislation.

The heavy focus on EU-related bills mirrors the pre-accession strategy once used by neighboring Romania, where frequent sittings and mass legislative adoptions were standard practice. WatchDog community expert Ștefan Bejan noted on Radio Moldova that swift transposition of the EU acquis remains a strategic imperative for Chisinau.

**Electoral reforms for Gagauzia**

The proposed Electoral Code revisions introduce structural changes for regional ballots in the Autonomous Territorial Unit of Gagauzia, slated to take effect in 2030.

Under the new provisions, the Comrat electoral district council will operate directly under the Central Electoral Commission (CEC) to curb potential regional irregularities. The draft law also requires members to hold professional competence certificates and mandates that the Bashkan (Governor) of Gagauzia demonstrate proficiency in the Romanian language.

**Civil society calls for legislative transparency**

Civil society watchdogs are closely tracking revisions to the procedural code that governs parliamentary activity.

Promo-LEX Association analyst Mihaela Duca pointed out that Parliament frequently launches public consultations at a much later stage than the executive branch. The watchdog is urging lawmakers to enshrine clear transparency benchmarks and establish a strict distinction between emergency procedures and priority reviews to prevent procedural overreach.

The extraordinary parliamentary session was called by Speaker Igor Grosu for August 20–26, with plenary proceedings opening on Monday, August 24, at 14:00.
