# Moldova moves to cut red tape for booming dental tourism

Moldovan Prime Minister Vasile Tofan has instructed Health Minister Alexandru Gasnas to present comprehensive deregulation measures for private dental clinics at the next cabinet meeting. The directive follows consultations with medical tourism industry leaders who cited severe administrative bottlenecks and disproportionate licensing burdens.

Speaking during a government session on August 26, Tofan highlighted that dental tourism has become a high-growth sector generating tens of millions of euros annually. He emphasized that private entrepreneurs built this industry entirely without state subsidies.

**Dismantling hospital-grade red tape**

The prime minister noted that full-mouth dental restorations in Western Europe, such as Italy, typically cost between €20,000 and €30,000 (approx. 390,000–590,000 MDL), creating a natural competitive advantage for Moldova. However, he warned that excessive bureaucracy threatens to stifle small practices seeking to serve international patients.

Tofan criticized the existing 35-page licensing manual for imposing heavy hospital-grade mandates on small, two-chair dental offices. Excessive requirements include mandatory elevators, backup generators, dedicated facilities for religious clergy, mandatory three-day food sample refrigeration, and rigid 1.10-meter door frames.

**Expanding deregulation across sectors**

The head of government reiterated his broader commitment to cutting administrative red tape, simplifying business operations, and removing obsolete compliance barriers across the national economy.

Data from the National Bureau of Statistics show that dental visits in Moldova rose from 1.3 million in 2022 to 1.5 million in 2025. In contrast, overall medical consultations fell by roughly three million visits over the same period, averaging eight general doctor visits and seven days of hospitalization per patient in 2025.
