# Christopher W. Smith takes helm of OSCE Mission to Moldova 

> Senior US diplomat Christopher W. Smith assumed office on Monday as Head of the OSCE Mission to Moldova, serving as the organization's chief mediator in the stalled Transnistrian settlement talks.

Senior US diplomat Christopher W. Smith assumed office on Monday as Head of the OSCE Mission to Moldova, serving as the organization's chief mediator in the stalled Transnistrian settlement talks.

Smith was appointed by the Swiss OSCE Chairperson-in-Office, succeeding Ambassador Kelly Keiderling, who concluded her mandate in September 2025. Following Keiderling's departure, the Chișinău-based mission was temporarily led by Izabela Sylwia Hartmann as acting head.

*“It is an honor for me to assume the post of Head of the OSCE Mission to Moldova at this critical juncture for the Transnistrian settlement process,”* Smith said in a statement. *“I look forward to working closely with the authorities in Chișinău and Tiraspol, as well as the other participants in the 5+2 format, to support constructive dialogue and advance efforts toward a comprehensive and peaceful resolution.”*

*“I look forward to building upon the Mission's longstanding efforts to strengthen trust, promote practical cooperation, and deliver tangible benefits to people on both banks of the Dniester,”* he added.

**Extensive diplomatic career**

Prior to his appointment, Smith served as Deputy Assistant Secretary of State in the U.S. State Department's Bureau of European and Eurasian Affairs. Between 2022 and 2023, he served as Deputy Chief of Mission at the U.S. Embassy in Kyiv, Ukraine.

A career diplomat and member of the U.S. Senior Foreign Service holding the rank of Minister-Counselor, Smith completed overseas postings in Georgia, Turkey, Afghanistan, and Cyprus. He also served as Deputy Chief of Mission in Armenia, alongside leadership assignments at the State Department and the National Security Council in Washington.

**Mission mandate and frozen talks**

The mandate of the OSCE Mission to Moldova is endorsed and annually renewed by all 57 participating states, including Moldova. Its primary objective is facilitating a lasting political settlement of the Transnistrian conflict based on Moldova's sovereignty and territorial integrity within its internationally recognized borders.

Formal negotiations in the 5+2 settlement format have remained frozen de facto since October 2019, when the sides last met in Bratislava. The diplomatic track was brought to a complete standstill in February 2022 following Russia's full-scale invasion of Ukraine.
