# Maldives acts as transit hub for Western tech to Russia, WSJ reports

Goods originating in the United States, Europe, and China are flown into the international airport in Malé, where local intermediaries assist in reissuing shipping manifests. The cargo never formally enters the island nation's customs territory. Following minimal inspection, workers transfer the consignments onto daily Aeroflot passenger flights bound for Moscow, with new air waybills omitting the original Western manufacturers and countries of origin.

**Aviation and dual-use components**

A substantial portion of the shipments has reached sanctioned Russian companies, including carrier S7 Airlines and its aircraft maintenance divisions. Flight records and customs manifests reviewed by the newspaper identified microchips, precision optical instruments, and high-strength aerospace fasteners suitable for both civilian airliners and military equipment.

In one documented case from May 2024, specialized equipment produced by German manufacturer Kraemer Mining and nominally consigned to Kyrgyz buyer Peretsvo was flown from Düsseldorf to Malé. The shipment was subsequently loaded onto an Aeroflot flight to Moscow under altered freight documents that concealed the German producer and listed a Krasnoiarsk-based entity, Gruppa Kompaniy Tehno, as the final recipient.

**Discrepancy in customs records**

Official Maldivian customs statistics indicate that the archipelago formally exported just $2,300 (approx. €1,980) in frozen tuna and $25 worth of printed items to Russia between 2022 and 2025. In contrast, Russian customs records aggregated by trade intelligence platform Import Genius reveal that Russian imports from the Maldives surged from under $7 million in 2021 to over $630 million in 2022, settling at approximately $160 million in 2024.

Neither Maldivian customs authorities nor Aeroflot provided comment on the findings.
