# Putin urges direct talks with Kyiv without outside mediation 

> Russian President Vladimir Putin told an economic forum in Vladivostok on Thursday that chances for resolving the conflict in Ukraine remain, insisting that Moscow and Kyiv must reach an agreement directly without outside mediation.

Russian President Vladimir Putin told an economic forum in Vladivostok on Thursday that chances for resolving the conflict in Ukraine remain, insisting that Moscow and Kyiv must reach an agreement directly without outside mediation.

Speaking during the plenary session of the Eastern Economic Forum, Putin stated that while nations such as the United States and China consistently pay attention to the crisis, the core resolution lies solely between the two combatants.

**Direct negotiations emphasized**

*“Are there chances? In my opinion, yes, there are,”* Putin said when asked whether prospects remain for constructive negotiations. *“First and foremost, Russia and Ukraine must reach an agreement between themselves. All other countries can only support and assist them.”*

Putin noted that regular communication continues between both nations, particularly through intelligence channels. However, he expressed skepticism over whether these contacts will yield a formal settlement, citing recent rhetoric from Ukrainian officials.

Turning to domestic defenses, the Russian president acknowledged that air defense capabilities require reinforcement to protect industrial infrastructure from Ukrainian drone strikes. He added that domestic businesses are now funding enterprise-level protection systems.

**Mobilization rumors dismissed**

Putin dismissed speculation surrounding a potential draft, calling it an adversary information campaign aimed at influencing upcoming State Duma elections. He insisted that Russian recruits continue to enlist voluntarily under military contracts.

Addressing attacks on civilian maritime vessels and aviation risks, Putin described such incidents as state-sponsored terrorism and warned that Western allies ignoring these actions become accomplices.

Regarding relations with Washington, Putin stated that Moscow remains open to fully restoring bilateral ties. He noted that communication lines with the administration of US President Donald Trump remain functional through appointed liaisons, expressing optimism for constructive future dialogue.
