# Nicu Popescu and Kaja Kallas discuss European security and the hybrid war against Moldova

The Special Envoy of the President of the Republic of Moldova for European Affairs and Strategic Partnerships, Nicu Popescu, discussed with the Vice-President of the European Commission and High Representative of the EU for Foreign Affairs and Security Policy, Kaja Kallas, new European initiatives in the field of security and defense, as well as combating hybrid and cognitive warfare.

According to Nicu Popescu, the discussion addressed the need for the European Union to be more effective in countering hybrid threats, which target both the Republic of Moldova and European states.

*„We discussed new European initiatives in the field of security and defense, as well as ways in which the European Union can more effectively combat hybrid and cognitive warfare, which targets both the Republic of Moldova and Europe as a whole*”, Nicu Popescu wrote.

The special envoy stressed that the perspective of the Republic of Moldova is important in these discussions, given that cooperation with the European Union in the field of security represents, in his view, an essential element for the country’s peace and well-being.

*„Our partnership with the EU in the field of security is a cornerstone for the country’s peace and well-being”*, Popescu noted.

We recall that Nicu Popescu was appointed special envoy of the President of the Republic of Moldova for European affairs and strategic partnerships on October 31, 2025. During the same period, he announced that he was giving up his mandate as a Member of Parliament in order to focus on his contribution to the Republic of Moldova’s accession process to the European Union.

Popescu previously served as Deputy Prime Minister and Minister of Foreign Affairs and European integration.

The Republic of Moldova and Ukraine were granted candidate country status for accession to the European Union in June 2022, and the decision to formally open accession negotiations was adopted in June 2024.

For the Republic of Moldova, negotiations entered the effective stage on 15 June 2026, when Cluster 1 – “Fundamental Values” was opened, considered one of the most important in the accession process.

Subsequently, on 14 July 2026, the Republic of Moldova and Ukraine opened the second negotiation cluster, Cluster 6—"External Relations”. It comprises Chapter 30 – “External Relations and Common Commercial Policy” and Chapter 31 – “Foreign, Security and Defence Policy”.
