# Vasile Tofan urges less bureaucracy for small producers

Prime Minister Vasile Tofan requested Alexandru Manciu, the acting director of the National Food Safety Agency (ANSA), to develop a set of measures to simplify the operations of small producers and artisanal entrepreneurs by October 15. The Prime Minister stated that the existing regulations are often disproportionate, which ultimately benefits imports and industrial products at the expense of local small producers.

*"Small producers and artisanal entrepreneurs need more support and less bureaucracy. Together with Alexandru Manciu, the director of ANSA, I discussed with several local producers about the problems they face every day and what we can simplify. I wanted to hear their recommendations directly from the source, not from reports read in the office," Vasile Tofan wrote on social networks.

The Prime Minister gave several concrete examples of rules that he considers excessive for small producers, from the cost of certificates required for small deliveries, to the frequency of controls applied to producers whose activity has already been verified for several years.

"We need simpler and more proportionate rules. A small producer of homemade preserves should be able to deliver more easily and legally to schools, kindergartens, or local hospitals. Currently, the cost of obtaining a certificate can exceed the value of the actual delivery. Similarly, a small cheese producer shouldn’t have to face two inspections each season, especially after years of demonstrating their commitment to quality. Additionally, anyone who wants to experiment with a new recipe in their own kitchen, before establishing a limited liability company (LLC), should be encouraged to do so, not discouraged by excessive paperwork," the Prime Minister said.

Tofan stated that he had asked the acting director of ANSA to present, by October 15, a comprehensive package of simplification measures, warning that overly complicated rules currently tend to favour imports and heavily processed industrial products, to the detriment of small local producers, including those who practice organic production.

"I asked Mr. Alexandru Manciu to develop a comprehensive set of measures aimed at simplifying the processes for small entrepreneurs and artisanal producers by October 15. Currently, overly complicated regulations often favor imports and heavily processed products, to the detriment of local small producers, including those who produce organically," the Prime Minister noted.

In conclusion, Tofan emphasized that the state's role should be to support small producers, ensuring that regulations serve primarily as a tool for consumer protection rather than an unnecessary burden on those working to grow their businesses.

"The state must be a partner for those who are working and building here at home. The rules should protect consumers without imposing undue burdens on those who wish to produce, grow, and create jobs," the Prime Minister concluded.

The Prime Minister recently stated on Moldova 1 that the business environment in the Republic of Moldova is significantly hindered by outdated bureaucracy and regulations. He emphasized the need for the state to simplify paperwork to enable companies to contribute to economic growth. Tofan expressed his surprise upon discovering that dental offices require a contract with a priest for accreditation.

He pointed out that excessive administrative controls and numerous forms directly undermine the competitiveness of Moldovan companies in international markets and ultimately reduce state budget revenue.
