# Moldova to revise renewable energy community rules

> Moldova will overhaul its renewable energy regulatory framework to eliminate bureaucratic hurdles and expand green energy communities following a successful pilot project, State Secretary Carolina Novac said.

Moldova will overhaul its renewable energy regulatory framework to eliminate bureaucratic hurdles and expand green energy communities following a successful pilot project, State Secretary Carolina Novac said.

**Legal clarity for local cooperatives**

The legislative adjustments aim to facilitate broad access for citizens, local public authorities, and entrepreneurs seeking to produce and consume green electricity locally. Four pilot entities have already been established across the country.

*“It was extremely difficult for a local public authority, such as a rural school, hospital, or mayor's office, to partner with households or municipal enterprises because of legal ambiguities,”* Novac explained during Radio Moldova’s “Zi de Zi” show.

*“If local authorities approached the Public Services Agency and opted for a municipal enterprise, they could not include budgetary institutions in the same structure,”* she said. *“We drafted dedicated legislation for energy communities to establish a clear legal status tailored to our needs.”*

Local administrations, entrepreneurs, and citizens are being encouraged to invest in photovoltaic systems and battery storage units to establish cooperative models. Pilot projects are already operational in Logănești (Hâncești district), Cociulia (Cantemir district), Chișinău, and the suburban town of Codru, supported by external partners including Italy, Denmark, Sweden, and Norway.

**Grid balancing and storage solutions**

Authorities are prioritizing on-site generation and battery storage to address peak domestic power demand and prevent transmission bottlenecks.

*“We must maximize the energy generated,”* Novac said. *“Electricity consumption in Moldova is dominated by the residential sector, creating a bell-shaped load curve. As we develop these communities—preferably equipped with battery storage—we will reduce evening electricity imports, deliver energy directly to local consumers, and prevent grid congestion.”*

**Decarbonization targets for 2030**

The initiative is part of Moldova's broader strategic roadmap to ensure that renewable sources cover 30% of domestic electricity consumption by 2030.

Under the National Integrated Energy and Climate Plan, green energy is projected to account for 27% of gross final energy consumption across all sectors, including heating and transport. To meet these targets, the country plans to add at least 390 MW in wind capacity and 560 MW in solar installations, aiming for a 68.6% to 70% reduction in greenhouse gas emissions compared to 1990 levels.
