# Moldova pays €373,000 in 2025 ECHR compensation 

> Moldova paid €373,030 (approx. 7.97 million MDL) in damages under 48 European Court of Human Rights rulings in 2025, government agent Mihaela Martînov told lawmakers in Chișinău.

Moldova paid €373,030 (approx. 7.97 million MDL) in damages under 48 European Court of Human Rights rulings in 2025, government agent Mihaela Martînov told lawmakers in Chișinău.

Speaking during parliamentary hearings before the Legal Committee for Appointments and Immunities, Martînov noted that authorities are meeting all compensation obligations despite constrained human and budgetary resources. Moldova ranked ninth among Council of Europe member states in 2025 with 1,141 new applications lodged with the Strasbourg court, a dynamic officials attributed to higher public awareness and legal accessibility.

**Concentration of compensation**

Five of the 48 judgments handed down against Moldova in 2025 accounted for €212,577, representing 57% of the total funds disbursed by the state.

The largest individual payout stood at €45,000, awarded to pharmaceutical importer Becor SRL. Customs authorities had reclassified medicinal imports as dietary supplements four years after arrival, imposing €116,000 in retroactive duties and penalties. While domestic courts granted only €3,000 in non-pecuniary damages, the ECHR ruled the domestic remedy insufficient and awarded full compensation for material and moral detriment.

**Accountability and domestic review**

State agents are systematically reporting public servants whose misconduct led to ECHR convictions directly to the Ministry of Justice for potential recourse procedures, officials confirmed.

*“In certain cases, paying just satisfaction is not sufficient to remedy the violations found by the Court,”* said Oxana Olaru, deputy head of the Government Agent Directorate. *“In such situations, it may be necessary to reopen national judicial proceedings under revision measures.”*

Olaru added that after finalizing payments via the Ministry of Finance, the government formally updates the Council of Europe's Committee of Ministers regarding full execution compliance.

**Key judgments driving 2025 payouts**

The second-largest allocation totaled €44,000, distributed equally among 44 victims of a collapsed pyramid scheme. Domestic courts had convicted the scheme's director and ordered the seizure of assets, but law enforcement officers unlawfully permitted the property to be alienated, blocking enforcement.

In another major ruling, the Strasbourg judges awarded €43,587 in damages and costs to an intellectually disabled woman subjected to forced labor and sexual abuse on a farm. Moldovan prosecutors had dropped rape charges and local courts acquitted the farm operators. The ECHR found domestic authorities demonstrated discriminatory negligence by disregarding her vulnerability during judicial proceedings.

The remaining major liabilities stemmed from property expropriation and labor failures. The court awarded €42,980 to the widow of an applicant whose Soviet-era confiscation claim was improperly reduced on late appeal by the Supreme Court of Justice, while six former employees of a liquidated state enterprise were granted varying amounts after authorities failed to enforce overdue wage orders.
