# Public interviews for Constitutional Court judge selection will increase transparency

> Candidates for the Constitutional Court judge position will be selected through a more transparent process. Candidates for the Constitutional Court judge position will be selected through a more transparent process. This will involve publishing their CVs, consulting with civil society, and verifying their integrity. Veronica Roșca, chairwoman of the Legal, Appointments, and Immunities Committee, proposed a draft law to implement these changes, and Parliament approved it in its first reading.

Under the draft legislation, the Parliament, the Government, and the Superior Council of Magistracy—institutions responsible for appointing judges to the Constitutional Court—must publicly announce the start of the selection process. The publication will include the criteria for candidates, the legal requirements, and the deadline for submitting applications.

**Publication of candidates' CVs before appointment**

A key step in the process will involve publicly consulting and verifying candidates' integrity. Their CVs will be made available on the websites of the institutions overseeing the selection, allowing civil society, the media, and other interested parties to submit documented information regarding the candidates' eligibility, any potential conflicts of interest, or integrity issues.

The authorities must also interview all candidates who have registered for the selection process, and the final results will be made public.

**Extension of selection deadline to three months**

The draft also proposes extending the deadline for organizing the selection and appointment of a judge to the Constitutional Court from 45 days to three months. 

Veronica Roșca, Chairwoman of the Legal Committee for Appointments and Immunities, emphasized that this additional time is necessary to ensure that all stages of the selection process can be conducted effectively. 

*"The main goal of this draft law is to ensure transparency in the stages leading up to the appointment, to publish information about candidates, to allow for the examination of eligibility, incompatibility, and integrity issues, to organize a public hearing, and to publish the results of the selection process prior to appointing judges to the Constitutional Court,"* stated Veronica Roșca.

Under existing legislation, the Constitutional Court comprises six judges, with two appointed by each of the three institutions: Parliament, the Government, and the Superior Council of Magistracy. The judges serve six-year terms.

This draft amending the Law on the Constitutional Court is scheduled for review in its second reading. The initiative follows the Venice Commission's adoption of an opinion on the draft law concerning the Constitutional Court of the Republic of Moldova. Additionally, the draft incorporates recommendations from European Commission experts.
