A proposal to this effect was put forward by Andrian Cheptonar, Deputy Chairman of the Parliamentary Committee on National Security, Defense, and Public Order, during the meeting of the parliamentary inquiry commission on state-owned enterprises held on September 23. "I can assure you that there are still significant corruption risks at the airport. That is why I would like one of this commission's final conclusions or recommendations to be a request to the National Anti-Corruption Centre (CNA) to conduct an institutional assessment of Chisinau International Airport—just as it did with Moldatsa—so we can identify the institution's corruption risks. The director himself might also gain a better understanding if the existing risks are pointed out from the outside, helping us ensure the airport is managed properly," stated Andrian Cheptonar. The MP noted that he had already referred a citizen—who had reported acts of corruption at one of the entities operating at the airport—to the competent authorities. "We can draft a formal request as a proposal for the report and include it as a recommendation," said the chair of the parliamentary inquiry commission, MP Dinu Plîngău, noting that while Parliament cannot issue direct orders to the CNA, it can request an assessment in areas where risks are identified. Parliament has the right to request such an assessment, given that the CNA is subject to parliamentary oversight, Cheptonar insisted. **Average airport salary stands at 27,500 lei** Chisinau "Eugen Doga" International Airport has over 1,200 employees, out of 1,312 positions in the staffing plan. The discrepancy is attributed to the process of taking over certain assets from Mărculești Airport, stated the airport's interim administrator, Sergiu Spoială, during a parliamentary session. *"The average salary at the enterprise currently stands at 27,500 lei,"* Spoială said, adding that the administrator's remuneration is determined by the individual employment contract, in accordance with Government Decision No. 743. The maximum salary the administrator can earn, provided all performance targets are met, can reach up to 78,000 lei (gross) per month. ![](https://storage.moldova1.md/images/1abda07f-e979-4479-b8a4-70cba1b82380.jpg) Dinu Plîngău, Chair of the parliamentary inquiry commission, asked representatives of the Public Property Agency (APP) how the salaries of state-owned enterprise executives are determined and whether the entity's revenue and number of employees are taken into account in the calculation. The base salary for administrators ranges from 19,360 to 34,965 lei, to which complexity coefficients and other payments stipulated by law may be added, replied Natalia Patrașcu, Head of the Corporate Administration, Methodologies, and Regulations Directorate at the APP. *"Therefore, the amount used to set the administrators' base salary ranges from 19,360 to 34,965 lei, with the addition—in accordance with the Government Decision—of a complexity coefficient. The regulation allows for the application of this coefficient based on the industry sector, and its value varies from 0.1% to 1.5–2%, depending on the specific nature of the activity as defined in the entity's charter,"* the APP representative stated. Natalia Patrașcu added that when determining remuneration, factors such as the entity's size, strategic importance, number of employees, and the complexity of its operations are analyzed. *"So, when we set the salary, we examine the entity—its size, its strategic importance on the market, the number of employees to be managed, the scope of activity defined in its charter, and the complexity of the work—as well as the fact that the role may require overtime, among many other criteria used to determine the salary amount,"* the APP representative explained. **Plîngău: Some management salaries have risen by as much as 89%** During the discussions, Dinu Plîngău announced that representatives of the Public Property Agency (APP) will present the commission with justifications for management salaries at several enterprises. *"We will stay on after the meeting—I ask that, before we conclude the meeting and the commission's work for the week, the APP presents written justifications regarding those enterprises operating at a loss where management salaries have increased—in some cases by 89%, according to our analysis,"* said Plîngău. Natalia Patrașcu noted that management contracts include provisions limiting bonus awards when an enterprise records negative results. *"That is correct; we actually have a clause in the management contract stipulating that if negative trends are recorded—from the start of the financial year up to the month in question—the administrator or head (the general director of the commercial companies) does not receive one-off bonuses. They should not have received them,"* said the APP representative. **Mărculești Airport: Acting director in place for nearly three years** Serghei Clichici has served as acting director of Mărculești International Airport since December 12, 2023. A representative of the Public Property Agency said a selection competition has been under discussion since 2024, but the procedure has not yet begun. *"Mr. Clichici has been the acting director since December 12, 2023. Discussions about launching the competition began in 2024; however, because work was underway at the time to amend the law regarding the transfer of part of the infrastructure managed by Mărculești, initiating the procedure was not deemed appropriate. The administrator was the most competent person for the role and was familiar with the actual situation,"* Patrașcu explained. *"Excuse me, Madam, but what does 'not deemed appropriate' mean? The law requires us to hold a competition. If he is the most competent, let him apply and win,"* Plîngău replied. Natalia Patrașcu clarified that the procedure is still set to launch. *"We will hold the competition. At that time, a full inventory of assets was being conducted, and he was the one most familiar with the entity's situation. Currently, the draft Government decision is undergoing the approval process,"* the APP representative stated. **Unofficial taxis and passenger safety concerns** Another topic addressed during the meeting concerned the situation regarding airport taxis and passenger safety. Marina Morozova, an MP from the Party of Action and Solidarity (PAS), reported receiving messages from citizens about the activities of unauthorized taxi drivers who charge—particularly foreign travelers—up to 40 euros for a trip to the capital's city center. Acting manager Sergiu Spoială explained that the airport had organized a public tender resulting in the selection of two winning operators, specifically to avoid a monopoly and ensure competition. He noted that fares are regulated by contract and that penalties are imposed in the event of violations. *"We organized a public tender—a competition—that resulted in the selection of two taxi service operators. We ensured there were two of them to guarantee competition and avoid any perception of a monopoly being imposed. Consequently, two business entities operating on different platforms are currently active in picking up passengers directly from the airport. As for other taxis summoned from the city, they have free access to the airport, as we have not imposed any restrictions in this regard,"* explained Sergiu Spoială. *** The parliamentary inquiry commission into the activities of state-owned companies was established after several journalistic investigations revealed issues with how certain state enterprises managed public funds, including controversies over high salaries and hiring practices at Moldatsa. Commission members found that hundreds of state-owned enterprises lacked effective management, while officials illegally collected up to 400,000 lei annually by holding multiple positions simultaneously.
