# Carahasani: Green energy, modern lighting, and sports infrastructure

> Residents of Carahasani village, in the Ștefan Vodă district, are benefiting from three local development projects implemented over the past four years through the "European Village" and "European Village Express" national programs. The projects focus on green energy production, the modernization of public lighting, and the rehabilitation of sports infrastructure; these investments are set to help reduce community costs and improve living conditions for the village's more than 1,600 residents.

Residents of Carahasani village, in the Ștefan Vodă district, are benefiting from three local development projects implemented over the past four years through the "European Village" and "European Village Express" national programs. The projects focus on green energy production, the modernization of public lighting, and the rehabilitation of sports infrastructure; these investments are set to help reduce community costs and improve living conditions for the village's more than 1,600 residents.

One of the projects, "Solar Energy for Energy Sustainability in Carahasani Village" is in its final implementation stage and is being carried out under the second edition of the "European Village" National Program. The project includes the construction of two photovoltaic power plants with a total capacity of 73.68 kW, which will supply electricity for the village's two artesian wells, according to a statement by the National Office for Regional and Local Development (ONDRL).

Work began in April 2025 and is scheduled to be completed in November 2026. The state budget has allocated approximately 1.35 million lei for the project's implementation through the National Fund for Regional and Local Development.

According to Mayor Oleg Ciobanu, the investment will reduce electricity costs for operating the wells and affect the water supply service.

"By cutting electricity expenses for well operations, we will not only save financial resources but also avoid raising the cost of the water supply service. Furthermore, we will be able to redirect the saved funds toward other needs for improving the water supply infrastructure," the mayor stated.

He noted that the savings achieved could be used to improve water infrastructure and ensure service continuity.

*"In this way, we will be able to provide quality services and ensure a continuous water supply for residents and public institutions, as well as for the entrepreneurs operating in the locality who contribute to local budget revenues,"* added Oleg Ciobanu.

All village residents, including the 26 business entities, are set to benefit from the electricity generation systems.

Another project, carried out under the first edition of the "European Village" National Program, focused on modernizing the public lighting network. This project involved constructing 16.85 kilometers of lighting network and installing 75 new utility poles and 455 LED streetlights.

The state budget allocated approximately 2.57 million lei for the project through the FNDRL. The modernized system serves the entire community as well as those passing through the village in the evening and at night.

According to the local administration, the new lighting system has improved safety for travel within the village—benefiting commuters returning from work, parents with children, students attending activities at the Community Center and sports hall, and parishioners attending evening services.

Mayor Oleg Ciobanu noted that the modern public lighting system has also enhanced the effectiveness of the video surveillance system.

The "European Village Express" program also facilitated the renovation of the mini-football and volleyball court in Carahasani. The work involved replacing the court's artificial surface, which had deteriorated after about ten years of use. The state budget, via the FNDRL, allocated 364,000 lei for this project.

The field is used by local children and young people, as well as by residents of neighboring villages who participate in local and district-level sports competitions. Activities held on the field include physical education classes, mini-football tournaments, and other sports events.

The community launched a "Locals' Cup" mini-football tournament, and the field hosts various competitions annually. Additionally, the "Harul Mântuirii" (Grace of Salvation) Evangelical Christian Church organizes sports activities there as part of a summer camp for children.

The mayor maintains that such investments would not have been possible with local budget resources alone.

"Such projects would not have been possible using only local budget resources. We are grateful to the Government, the Ministry of Infrastructure and Regional Development, and the ONDRL team for the support provided", stated Oleg Ciobanu.

He added that the local administration aims to continue accessing funding sources for community development projects.

The village of Carahasani in the Ștefan Vodă district has over 1,600 inhabitants, approximately 330 of whom are children.
