# EU to deliver accession roadmap to Moldova on October 28 

> The European Commission will deliver a formal accession roadmap to the Republic of Moldova on October 28, European Commissioner for Enlargement Marta Kos announced in Strasbourg on Tuesday, alongside plans for three other candidates.

The European Commission will deliver a formal accession roadmap to the Republic of Moldova on October 28, European Commissioner for Enlargement Marta Kos announced in Strasbourg on Tuesday, alongside plans for three other candidates.

The package covers the four countries currently leading negotiations: Montenegro, Albania, Moldova, and Ukraine. Speaking at a press conference, Kos stressed that each roadmap will establish indicative timetables and concrete milestones without lowering established European standards.

*“We identified four countries at the forefront of the process: Montenegro, Albania, Moldova, and Ukraine,”* Kos said. *“These countries have made significant progress in their degree of preparedness in recent years.”*

**Merit-based benchmarks and veto reforms**

The roadmap will outline immediate technical steps designed to help candidate countries maintain domestic momentum, but the EU executive underscored that membership remains strictly tied to institutional reforms.

*“It is important to emphasize that this path will continue to rely strictly on the individual merits of candidate countries. There will be no shortcuts,”* Kos stated.

To prepare the bloc for future expansion, the Commission unveiled five policy proposals. These include expanding qualified majority voting in the EU Council to prevent single-member vetos on sanctions or accession files, as well as establishing safeguards to suspend voting rights or funding if a new member backslides on democratic standards.

**Accelerated integration across strategic sectors**

The framework also outlines gradual integration, enabling advanced candidates to enter strategic European sectors—including energy, transport, artificial intelligence, and defense—prior to formal accession.

*“Gradual integration is not a substitute for full membership. It is an accession accelerator,”* Kos explained, characterizing enlargement as a vital geopolitical investment in long-term European security and economic clout.

Moldova opened Cluster 1 ("Fundamentals") in Luxembourg on June 15 and Cluster 6 ("External Relations") in Brussels on July 14. Brussels aims to open all six negotiating clusters with Chișinău before the end of the year, while EU foreign policy chief Kaja Kallas confirmed that unresolved settlement issues regarding the breakaway Transnistrian region will not impede Moldova's accession trajectory.
