Ministers of education and delegates from 47 member states will convene in Chisinau on May 27, 2027, for the 13th Ministerial Conference of the European Higher Education Area and the Global Policy Forum.

The Moldovan government approved on Wednesday the establishment of an inter-agency working group to coordinate logistics, security, and diplomatic protocol for the high-level gatherings. The Chisinau summit will immediately follow preliminary ministerial meetings hosted in the Romanian city of Iasi on May 26. Moldova and Romania jointly hold the rotating Secretariat of the European Higher Education Area through June 2027.

Approximately 500 foreign delegates are expected to attend the ministerial conference. Participants will assess European structural convergence in higher education and establish shared strategic priorities to foster compatible university frameworks across the continent.

**Expanding international reach and university reforms**

The concurrent Global Policy Forum, now in its seventh edition, will extend discussions beyond Europe by gathering senior education officials from the Americas, Africa, the Middle East, and Asia.

Financing for the two events will rely on state budget allocations alongside external financing, including support from the "Moldova Higher Education" project and the "Global 2030" grant.

*“Preparing and holding these events requires the simultaneous engagement of several public authorities regarding operational logistics, protocol, security, and promoting the international image of the Republic of Moldova,”* said Education and Research Minister Dan Perciun.

Hosting the ministerial summit aligns with wider domestic efforts to stem youth emigration and elevate academic competitiveness as the country advances along its European Union integration path. The Ministry of Education aims to retain seven out of ten high school graduates domestically by 2029, up from six out of ten in 2026.

To broaden university appeal, authorities are expanding English-taught degree courses and channeling capital investments into modernizing university campuses, student housing, and scientific laboratories.
