Moldova's government announced on Wednesday a deregulation package allowing home-based and artisanal producers of low-risk foods to operate without requiring prior agency approval.

Under the new framework, makers of craft bread, biscuits, and pastries can launch operations simply by filing a notification with the National Food Safety Agency (ANSA). State regulatory inspections will also become less frequent and shift strictly to a risk-based model.

Prime Minister Vasile Tofan presented the reforms during a cabinet meeting, noting that easing the administrative burden on small businesses remains a key government priority.

**Cutting bureaucracy for rural enterprise**

*"A small producer in a low-risk category will be able to begin operating through a simple notification, without needing prior ANSA approval,"* Tofan said. *"They only need to notify the agency that they want to produce artisanal bread or pastries, and they can start immediately."*

The second pillar of the package establishes a legal framework for home-based cooking and food preparation, moving traditional culinary products into the formal economy. Tofan called the existing exclusion of domestic food production unreasonable, noting that red tape frequently blocks local culinary goods from open-air markets and community fairs.

The government is also coordinating with the Ministry of Economic Development and Digitalisation to establish a simplified legal regime. This mechanism will permit micro-merchants to operate legally without undergoing the complex process of registering a limited liability company.

**Transition to risk-based oversight**

State inspection schedules will be trimmed significantly to relieve small food artisans from repetitive paperwork. Tofan cited the case of a cheese producer from Basarabeasca who makes 500 kilograms annually yet faced cumbersome reporting requirements and twice-seasonal official inspections.

The prime minister had tasked ANSA acting director Alexandru Manciu on September 6 to draft the deregulation package by October 15. Tofan reiterated that disproportionate regulations disproportionately favor industrial imports over local artisanal and organic producers.

*"The state must be a partner for those who work and build here at home,"* Tofan said. *"Rules must protect consumers without imposing useless burdens on people who want to produce, grow, and create jobs."*
