The surge in natural gas and heating prices threatens to strain local authorities across the country. In the northern district of Soroca, local officials, hospital managers, and school directors are scrambling to curb energy consumption without compromising patient care or classroom conditions, offering a window into the wider challenges awaiting public institutions this winter.

**Budget constraints hit local administrations**

Soroca District Council oversees 43 public institutions that must cover utility bills from previously approved budgets. The district’s total budget for 2026 stands at €18.16 million (approx. 362 million MDL), but it contains no reserve allocations for recent tariff increases.

*“The 2026 budget was prepared under earlier price conditions, and we did not foresee this increase,”* said Veaceslav Rusnac, President of the Soroca District Council. *“We will manage our spending as responsibly as possible. However, because our budget is limited and we lack alternative revenue streams, we will have to request support from the central government.”*

**Hospitals and schools weigh heating cutbacks**

Healthcare administrators face rigid operational limits when attempting to reduce consumption. Hospitals must allocate funds across heating, medical supplies, food services, and maintenance, leaving narrow room for fiscal maneuvering.

*“We will try to save where we can and hope that autumn remains mild so we can delay turning on the heat,”* said Ella Ursu, Director of the Soroca District Hospital. *“We plan to lower nighttime temperatures to conserve fuel. If conditions deteriorate, we hope rates will be indexed or that the Ministry of Health will provide targeted winter support.”*

Education facilities face a similar squeeze. At Petru Rareș Theoretical High School in Soroca, administrators are reviewing previous winter consumption patterns against the new tariffs.

*“During October, November, and December last year, we consumed approximately 12,000 cubic metres of natural gas when the rate was around 13 lei,”* said Principal Cristina Prisacari-Ilieș. *“This forces us to plan early, as our students require stable indoor temperatures.”*

**Central authorities prepare support measures**

Moldova’s National Agency for Energy Regulation (ANRE) approved an increase of nearly 29% for household natural gas on September 28, driven by rising European import costs. The tariff rose from 20.30 MDL to €1.31 (approx. 26.14 MDL) per cubic metre, effective October 1.

Central authorities indicated that financial interventions are being coordinated to assist regional institutions through the winter months.

*“The government will examine the situation alongside relevant ministries and local authorities, taking the necessary steps so that institutions can navigate this winter with adequate resources,”* government spokesperson Dumitru Ciorici told Moldova 1.
