Romania’s new Prime Minister, Luca Niculescu, will pay an official visit to Chișinău in the coming days. The announcement was made by Prime Minister Vasile Tofan at the start of the government meeting on October 21. He noted that he had already held a phone conversation with his counterpart in Bucharest, who took office on October 20.

"I would like to begin by congratulating the new Prime Minister of Romania, Mr. Luca Niculescu, on taking office. I have already spoken with him by phone, and we have agreed to meet in Chișinău very soon—in fact, within the next few days," stated Prime Minister Vasile Tofan.

According to the head of government in Chișinău, the Republic of Moldova and Romania are collaborating on many projects, and "we are very pleased that Mr. Niculescu will continue the policy that places such a high priority on the Republic of Moldova."

"Romania is our partner—our strategic partner—but it is also a country to which we are linked by language, history, culture, and a great many concrete projects, ranging from renovated kindergartens to bridges, roads, and energy interconnections. We are, therefore, very enthusiastic about this new beginning," added Vasile Tofan.

Vasile Tofan also chose Bucharest for his first official visit as Prime Minister about three months ago, reaffirming a well-established tradition of diplomacy between the two states.

**Romania: The "primary supporter" of the Republic of Moldova**

The cabinet led by Luca Niculescu was sworn in on Tuesday, October 20, with the support of 280 Romanian lawmakers, ending five and a half months of interim governance. A diplomat and former journalist, Niculescu previously served as a State Secretary at the Ministry of Foreign Affairs and coordinated Romania’s accession process to the OECD. In his first address from the Parliament rostrum, the new Prime Minister emphasized that relations with the Republic of Moldova are entering a new phase, marked by profound geopolitical shifts and the acceleration of Chișinău’s European path.

"This is a phase in which the Republic of Moldova’s accession process to the European Union is accelerating, and Romania’s policy must adapt to this reality. Romania must continue to be the Republic of Moldova’s primary source of support throughout this process," noted Luca Niculescu.

The head of the Bucharest government advocated developing a robust network of joint projects and close bilateral ties to bring the two banks of the Prut closer together and facilitate European integration.

The President of the Republic of Moldova, Maia Sandu, sent a congratulatory message to the new Prime Minister and his government team, reaffirming Chișinău’s support for Romania and highlighting the strategic nature of the bilateral relationship.

"I wish Prime Minister Luca Niculescu and the new Government of Romania every success. I thank Ilie Bolojan for our excellent collaboration. Romania can always count on us," Maia Sandu wrote on the X platform.

Romania is the Republic of Moldova’s primary strategic partner, providing direct support for infrastructure modernization and the maintenance of economic stability. Currently, approximately one-third of Moldovan-made products are sold across the Prut.

Furthermore, key strategic infrastructure projects—such as the Iași–Ungheni–Chișinău gas pipeline and various energy interconnections—are essential for ensuring the Republic of Moldova’s energy independence and the reliable supply of electricity and natural gas.

In the social sphere, Bucharest has funded the renovation of over 1,000 kindergartens and schools, and has donated hundreds of school buses and ambulances.

Romania is also investing heavily in the construction and rehabilitation of bridges across the Prut, thereby streamlining road and commercial links with the European space.

Last but not least, Romania is Moldova’s most ardent supporter in the diplomatic process of accession to the European Union, providing technical assistance, legislative expertise, and know-how transfer at all institutional levels.
