# EU ties next tranche for Moldova to strict 40-reform target, EU Ambassador

> The Republic of Moldova must complete 40 reform steps by December to qualify for the next tranche of funding from the European Union’s Growth Plan, which totals 1.9 billion euros. This new phase will be more complex than the previous one, but the amount to be disbursed will also be larger, stated the EU Ambassador to Chisinau, Iwona Piórko, during the program "Noi și Europa" on Radio Moldova.

According to the diplomat, European funds are not granted automatically; Brussels provides them only after verifying that the authorities in Chișinău have met their commitments. These commitments include adopting legislative acts and strengthening public institutions.

"Any funds we disburse are conditional. We release the money according to a growth plan—every six months, there is a series of concrete reform steps, specific legislation that must be approved, and institutions that must be strengthened. The funds are disbursed only after these reforms have been implemented and we have verified them," explained Iwona Piórko.

The Ambassador noted that the most recent tranche, amounting to 157 million euros, was approved after the Republic of Moldova completed 18 of the 20 measures stipulated for that stage.

"The next phase will be more complex, as it involves 40 steps to be completed by December—essentially doubling the reforms and the corresponding funding—all of which are monitored through a monitoring committee," the diplomat stated.

Furthermore, the European Union tracks not only reform implementation but also how the Republic of Moldova uses the funds it receives. According to the Ambassador, at least 25% of the funds must go toward investments, including road and school rehabilitation, as well as energy-efficiency projects. "These funds are, of course, provided to the state budget, and it is the Government’s responsibility to spend them wisely; however, we ensure that at least 25% of this money is allocated to investments—a matter we monitor and discuss with the Government," said Iwona Piórko.

The European Union’s Growth Plan for the Republic of Moldova, valued at 1.9 billion euros, aims to support reforms, foster economic development, and bring the country closer to European standards. Funds are disbursed in stages, contingent on progress in fulfilling the commitments undertaken. To date, the Republic of Moldova has received 661 million euros under this program.
