Seven Moldovan town halls raised €5.7 million through nine municipal bond issuances between 2021 and 2026, tapping capital markets to modernize local roads and public infrastructure, an economic expert said on Tuesday.

The alternative financing mechanism allows local public administrations to raise direct capital for public spaces, community facilities, and thoroughfares, economic expert Dumitru Pîntea told a press conference.

**Tapping capital markets for local upgrades**

Major town halls across the country have turned to municipal debt to implement key capital works. Recently, the municipal administrations of Ungheni, Leova, and Ceadîr-Lunga each floated bond offerings valued at nearly €510,000 (approx. 10 million MDL), Pîntea noted.

Ungheni used the capital to overhaul local roads, while Leova upgraded public areas adjacent to a central residential quarter. Ceadîr-Lunga, which is currently on its third bond issuance, secured funding for multiple urban infrastructure works.

**Impeccable repayment record and retail trust**

Out of the nine bond issuances launched since 2021, totaling €5.7 million (approx. 112 million MDL), local authorities have already repaid the first two in full. Both offerings were completed without any repayment delays or budgetary strain, confirming the viability of the financing tool, Pîntea said.

Approximately 300 retail and institutional investors took part in the bond issuances. Civic engagement proved particularly high in Ungheni, where local residents subscribed to nearly a third of the offering on the very first day.

Municipal bonds allow local councils to borrow directly from citizens and corporate entities at fixed interest rates, providing a secure alternative to bank credit while channeling community savings into urban development.
