On Monday, October 26, the Prime Minister of Romania, Luca Niculescu, appointed Oleg Ungureanu as Head of the Prime Minister’s Chancellery, according to a decision published in the Official Gazette. Oleg Ungureanu is originally from the Republic of Moldova and a graduate of the University of Chernivtsi, but he has worked at Romania’s Ministry of Foreign Affairs (MAE).

"Decision on the appointment of Mr. Oleg Ungureanu as Head of the Prime Minister’s Chancellery, with the rank of Minister" states the resolution published in the Official Gazette of Romania.

**Who is Oleg Ungureanu, the new Head of the Chancellery for Prime Minister Niculescu?**

Oleg Ungureanu was recalled last week from his post as consul in Lyon specifically to be appointed Head of the Romanian Prime Minister’s Chancellery, according to the Romanian press.

Previously, Ungureanu served, among other roles, as Deputy Head of Mission (first collaborator) at the Romanian Embassy in Rome, where he advised on foreign policy matters.

At the time of his appointment as Consul General of Romania in Lyon in August 2023, Oleg Ungureanu already possessed extensive experience within the Romanian Ministry of Foreign Affairs. Following his appointment to lead the diplomatic mission in Lyon, he began his duties on the ground in France in early 2024.

Since then, he has been closely involved in diplomatic and cultural relations with the Romanian community and local authorities in the region. Oleg Ungureanu has also served as a diplomat in Paris and Brussels; in Belgium, he coordinated the consular section of the Romanian Embassy.

Oleg Ungureanu’s appointment to the government in Bucharest marks the second such selection from the Ministry of Foreign Affairs, following the appointment—on Wednesday, October 21—of Mihaela-Ilincuța Ștefan-Simion as Chief of Staff to Prime Minister Luca Niculescu. ***

The Prime Minister of Romania visited the Republic of Moldova on Tuesday, October 27, at the invitation of the Prime Minister of the Republic of Moldova, Vasile Tofan. This marked Luca Niculescu’s first visit abroad in his capacity as Prime Minister. Discussions with Moldovan officials focused on the Republic of Moldova’s path to European integration, strengthening economic cooperation, promoting Romanian investments, and addressing regional security challenges.

Following his talks with Luca-Alexandru Niculescu, Prime Minister Vasile Tofan announced that the Republic of Moldova could begin importing natural gas from the Neptun Deep field in the Black Sea starting in the autumn of 2027. Gas from Romania is expected to reach the country at the start of the new gas year, and the proximity of this supply source will significantly reduce transportation costs.

At the conclusion of the meeting at the Government headquarters, the Romanian Prime Minister invited his counterpart from Chișinău, Vasile Tofan, to pay an official visit to Bucharest.
