# Experts debunk Tiraspol’s claims: Chișinău spends millions on healthcare and education in the left bank

The Republic of Moldova allocates tens of millions of lei annually from the state budget to support residents of the Transnistrian region. The funds are intended to cover expenses for medical services, subsidized medicines, and university education.

Thus, the statements made by the self-proclaimed leader in Tiraspol, Vadim Krasnoselski—claiming that the Republic of Moldova has not invested "a single penny" in the Transnistrian region over the last 36 years—are contradicted by official data.

**Over 92 million lei for medical treatments and medicines**

In the first half of 2026 alone, the authorities in Chișinău allocated over 92 million lei for medical services, subsidized medicines, and medical devices for residents on the left bank of the Nistru, according to the monitoring report titled "Human rights situation in the transnistrian region of the Republic of Moldova," prepared by the Promo-LEX Association for the period from July 1 to September 30, 2026.

During a press conference in August, Krasnoselski asserted that the Republic of Moldova had not invested "a single penny" in the region over the past 36 years, and that all social obligations toward the population had been covered exclusively by the budget of the purported administration in Tiraspol.

In the first half of 2026 alone, 4,051 cases of hospital treatment for citizens residing on the left bank of the Nistru were covered through the mandatory health insurance fund, with total expenditures amounting to 78.2 million lei.

During the same period, the state allocated over 14.1 million lei to subsidize medicines and medical devices required by residents of the region. Thus, total health expenditures exceeded 92.4 million lei.

**Over 37.4 million lei for studies, scholarships, and accommodation**

Financial support provided from the national budget also extends to the education sector.

For the 2025–2026 academic year, the costs associated with the education, scholarships, and dormitory accommodation of 674 students from the Transnistrian region—admitted to state-funded places at public higher education institutions—are estimated at over 37.4 million lei.

Representatives from Promo-LEX note that this figure does not include funds allocated for students in general and vocational-technical education, meaning that the total financial support provided by Chișinău in the field of education is even higher.

**Tiraspol’s propaganda**

The Promo-LEX report indicates that the denial of financial contributions from Chișinău is part of a disinformation strategy promoted by the so-called authorities in Tiraspol, which portrays Chișinău as the source of all economic and social problems in the region.

Reintegration measures taken by the constitutional authorities are described in media outlets and television channels controlled by the *Sheriff* holding company—as well as on social media—using terms such as "blockade," "blackmail," "economic aggression", or "plunder".

Furthermore, the "Convergence Fund"—established to reduce economic disparities between the two banks of the Nistru—is falsely presented as a mechanism through which Chișinău allegedly seeks to cover its own budget deficit.

In reality, the funds accumulated in the Convergence Fund will be spent on social and infrastructure projects implemented on the left bank of the Nistru, the authorities in Chișinău announced.

A recent study by IDIS "Viitorul" shows that the economy of the Transnistrian region is becoming increasingly dependent on Chișinău and the European Union market, while the economic model supported for decades by Russia—through free gas and subsidies—has exhausted its resources. The data in the study show that, in 2025, the Transnistrian region's Gross Domestic Product declined by 19.4%, while industrial production fell by 20%. At the same time, sales outside the region dropped from 722.8 million to 435.9 million dollars. Currently, 77% of the region’s external exports go to the European Union market.

Experts believe that this shift offers Chișinău an opportunity to advance the country's reintegration process.
