Expert: The responsible institutions are to analyse how the attacker managed to deprive the border guard of his weapon

Moldovan law enforcement intervened quickly and efficiently and thus avoided civilian casualties. This is the opinion of the President of the Romanian Association of Reserve Officers, General (r.) Virgil Bălăceanu. According to him, the responsible institutions are to analyse how the attacker managed to deprive the border policeman of his weapon and implement a tactic for such cases.

"I assume the gun was loaded. That means not that he put the cartridge down the barrel, but that he had the cartridge in the magazine," Bălăceanu said.

Virgil Bălăceanu says that in the case of the attacker in Tajikistan, action was taken in accordance with the information available to border guards. According to him, if the lawmen had been informed that they were dealing with an aggressive guy, then perhaps the actions would have been different.

"If there were signals that he was an aggressive guy, physically aggressive, not that he was carrying guns and ammunition, that he was carrying blank weapons, at that point in time it's not enough for one to escort him, it's at least two. I don't know exactly how the information coming from Tajikistan was, if it was said, be careful, he also has aggressive urges. If the information was like that, there should have been at least two border guards to accompany him," says the president of the Romanian Association of Reserve Officers, General (r.) Virgil Bălăceanu.

He also believes that this is not a terrorist act, because in such cases the actions are totally different.

"If it was a terrorist act, it could have been followed by terrorist acts. We know all too well that in the West, when terrorist acts happened, they happened in cascades. They happened at the same time or very close together in several places. It is a case of an individual, an individual action", concluded Virgil Bălăceanu.
