The Government approved the Regulation on advance payment measures for farmers and specific eligibility conditions

The Government will provide advance subsidies of up to 4 million lei for the development of agriculture and the rural environment. The Cabinet of Ministers has approved the Regulation on advance subsidy measures and specific eligibility conditions.

An applicant will be eligible for up to 4 million lei

Thus, the grants will be provided from the National Fund for the Development of Agriculture and Rural Environment and can be applied for by micro and small farmers, persons carrying out rural activities or agricultural activities, administrative-territorial units and agro-industrial educational institutions.

An applicant will be eligible for up to 4 million lei for the improvement and development of rural economic infrastructure, establishment of plantations, modernisation of livestock holdings, knowledge transfer, innovation and training.

For young farmers, women farmers, returning migrants or those running peasant farms, the state provides for increased subsidies of 10-15%.

Applications for advance subsidies will be submitted to the territorial subdivisions of the Agricultural Intervention and Payments Agency (AIPA).

Subsidies will be granted in instalments based on investment projects positively assessed by AIPA.

Complementary subsidy and specific eligibility conditions

Also today, the Government approved the Regulation on complementary subsidy measures for the agricultural sector and specific eligibility conditions.

Thus, over the next five years, the State will support at least 3 000 beneficiaries per year, for which about 13% of the subsidy fund will be allocated.

The top-up payment will be granted to stimulate access to investment loans, development of organic farming, clearing of multiannual plantations, promotion of the use of irrigation systems, advisory services and training in agriculture.

The annual ceiling under the complementary form of subsidy will not exceed the amount of 1.5 million lei for a beneficiary, with the exception of UAI, for which the ceiling will not exceed the amount of 3 million lei, and no limit will apply to the subsidisation of insurance premiums.

Applications for subsidies must be submitted annually, between 1 February and 30 September, by the subsidy applicant or his representative, in electronic or paper format, to the territorial subdivision of the Agency for Intervention and Payments for Agriculture.

Subsidy of excise duty on diesel purchased, from 16 November 2022

Farmers will also benefit from subsidies for diesel used. The Executive has approved the Regulation on how to grant additional subsidies for diesel excise duty from the National Fund for Agriculture and Rural Development.

Thus, agricultural producers will benefit from the subsidization of excise duty on purchased diesel, starting from 16 November 2022, in the amount of 2,980 lei/ton for micro, small and medium producers and 894 lei/ton for large producers. For diesel used in 2023, micro, small and medium producers will receive subsidies of 100% or 3,248 lei/tonne, and large agricultural enterprises - 30% or 974.4 lei per tonne.

During 2022, the Agency for Intervention and Payments for Agriculture reimbursed the diesel excise tax for 2,589 unique agricultural producers, with the disbursement of about 115 million lei.
