After the names of 11 soldiers and border guards who were buried on the territory of the Palanca church were read aloud, the monument was unveiled to the sound of the Border Police's fanfare. Flowers were laid at the monument, and a group of children recited poems in their honour. A choir of priests from the Diocese of Southern Bessarabia conducted a religious service and blessed the monument.

The inauguration ceremony took place on September 8, 2023, with the participation of the leadership of the Border Police and the Ministry of Internal Affairs, guests of honour from Romania and the Parliament of the Republic of Moldova, representatives of the local administration, the association that restored the monument, local residents, and other guests.

Those present observed a moment of silence in tribute to the fallen heroes and expressed the unanimous desire for peace in the country and at the borders.

The monument was first erected in 1933 by the 5th Cetatea Albă Border Regiment and was destroyed after the occupation of Bessarabia. It was restored in 2023 by the A.O. Monumentum association.
