The EcoVoucher and Green House Programs, financed in 2023 by the European Union and piloted by UNDP Moldova, were introduced into the plan. They provide for the replacement of electrical household equipment with other, energy efficient ones, and the installation of photovoltaic systems in households.

Also, another component included in the plan provides for the obligation of natural gas companies to ensure gas stocks for the 2023-2024 heating season. Natural gas stocks on November 1, 2023 will have to correspond to a volume of 15% of the annual gas consumption.
