Moldovan procurement gets a platform: PNAP fosters collaboration

Moldova took a decisive step towards curbing corruption and bolstering its public procurement system on Wednesday, December 20, 2023, with the launch of the Platform for Public Procurement in Moldova (PNAP).

This national forum marks a collaborative effort between the Institute for Development and Social Initiatives (IDIS) "Viitorul" and the US-based Transparency Partnership (PTF) to foster dialogue and address systemic challenges within the sector.

PNAP envisions itself as a vibrant hub for all stakeholders, encompassing government policymakers, regulatory bodies, contracting entities, and economic operators. By engaging in open discussions and exchanging best practices, the platform aims to streamline procurement processes, enhance transparency, and combat malpractices.

"The public procurement sector is the lifeblood of our nation's development," declared Liubomir Chiriac, IDIS "Viitorul" Executive Director. "Efficient procurement tackles a multitude of challenges, from financial discipline and modernised administration to job creation, anti-corruption measures, and fostering public trust in governance."

Echoing this sentiment, Hady Fink, Project Director at PTF, expressed strong support: "We extend our gratitude to the US government for their vital assistance. At PTF, we seize this opportunity to spearhead positive change. We yearn for this project to gain the recognition it deserves and are heartened by the authorities' interest. We believe, with civil society's unwavering support, we can not only improve this sector but also establish an agenda that fosters transparency and integrity within Moldova's public procurement system, leading to genuine systemic reform."

Beyond IDIS, PNAP further strengthens its inclusivity by incorporating three additional civil society organisations chosen by the Coalition for Monitoring Public Procurement. This diverse composition ensures a multifaceted perspective and expertise, reflecting PNAP's commitment to catering to all actors within the Moldovan public procurement ecosystem.

PNAP's arrival marks a critical turning point in Moldova's ongoing fight against corruption and for improved utilisation of public funds. By promoting collaboration, transparency, and dialogue, the platform has the potential to significantly reshape the nation's public procurement landscape, paving the way for a more accountable and efficient governance system.
