Parliament registered a record number of petitions in 2023, with a focus on fundamental rights and social issues
In 2023, the Parliament of the Republic of Moldova registered 3757 petitions and verbal addresses. Most concern alleged violations of the right to free access to justice, the right to personal security and dignity, the right to health care and social protection, non-respect of the right to private property, infrastructure development issues, proposals to amend legislation and parliamentarian control etc.
According to a press release from the Legislative, out of the total number of petitions, 2437 were examined in the Parliament, and 1320 were sent to the competent bodies. Also, last year, 522 citizens were heard by the representatives of the Directorate of Petitions and Hearings.
According to statistical data, most of the petitions addressed, 56%, belong to the citizens of Chisinau. 186 petitions were sent by the residents of the Transnistrian region, 168 – by the citizens of the Rîscani district and 137 – by those from the Orhei district. The subdivision responsible for examining petitions addressed to the legislative is the Department of Petitions and Hearings of the Secretariat of the Parliament. In order to increase the efficiency in organizing, conducting and monitoring the processes of managing petitions and hearings, the information system intended for the electronic management of petitions in the Parliament - e-Petitions - is being implemented.
According to the legal provisions, petitions can be made verbally or in writing. Citizens also have the opportunity to address online petitions to the Parliament.
