EU Pledges Aid to Ukraine in Leaked Pact

A confidential draft security agreement, negotiated by the EU's member states' ambassadors, was leaked to the Die Welt website.

The source notes that the measures agreed upon within the European Union pledge political, military, and economic support for Ukraine in the context of the war with Russia.

The EU's commitments, according to the draft, will remain in effect until Ukraine joins the EU and NATO. Die Welt notes that the draft is now being finalised between EU officials and the Ukrainian government. The security guarantees are expected to be implemented by July of this year at the latest.

The draft provides that the European Union will guarantee Ukraine, among other things, immediate consultations in case of new attacks. However, the document implicitly excludes the possibility of EU soldiers participating in combat operations alongside the Ukrainian army against Russia.

In the draft, Brussels promises Kyiv to continue supplying lethal and non-lethal arms, to expand training programs for Ukraine's security sector, and to provide assistance in reforming Ukraine's security sector. In addition, EU countries are ready to participate in demining efforts in Ukraine and the reconstruction of destroyed infrastructure.
