New Rules: Ukrainian Men Face Travel Restrictions

Ukrainian men eligible for military service who hold dual citizenship or permanent residency abroad are now prohibited from departing the country.

This announcement was made by Andriy Demchenko, an official representative of Ukraine's State Border Guard Service, as reported by Radio Svoboda.

Ukrainian law does not recognize dual citizenship. Consequently, the government considers individuals such as Ukrainian-Americans residing in Ukraine to be solely Ukrainian citizens for these purposes.

Previously, men with dual citizenship or permanent residency abroad were permitted to leave Ukrainian territory. However, Demchenko stated, "Under the new regulations, this category of citizens is no longer allowed to pass through."

The U.S. Embassy in Kyiv expressed support for the new regulations. In a message posted on its website, the embassy specifically addressed U.S. citizens holding Ukrainian passports. The embassy clarified that male U.S.-Ukrainian dual citizens between the ages of 18 and 60, including those residing in the United States, will no longer be authorised to leave Ukraine.

In May, Ukraine enacted a new mobilisation law. This legislation mandates that all men aged 18 to 60 update their information with local recruitment centres. They are granted a 60-day window to complete this process. Failure to update their information within the designated timeframe may result in being placed on a wanted list and facing fines.
