Public procurement fraud case // Six people placed in solitary confinement for 30 days

The seven people detained by the CNA in several cases regarding public procurement fraud were placed in solitary confinement. Thus, the head of the General Directorate for Urban Mobility of the Chisinau Municipal Council (DGMU), Vitalie Mihalache, his deputy and four representatives of economic agents were placed in solitary confinement for 30 days, and one of them was placed under house arrest. The decision was made by the Chisinau Court based in Ciocana.

We remind that two civil servants and five representatives of economic agents were detained on December 16, being targeted in cases opened on corruption charges. According to the National Anticorruption Center, on Monday morning, over 60 searches were organized within 30 criminal cases initiated on corruption acts in public procurement processes involving several economic agents.

According to the evidence, during 2024, representatives from the General Directorate of Urban Mobility of the Chisinau Municipal Council, responsible for the public procurement process, would have systematically accepted goods, advantages or financial means from individuals and legal entities to award public procurement contracts.

These are contracts for the construction or repair of sidewalks, public transport roads, and access to courtyards. Also, in exchange for illicit remuneration, the suspects would have completed the permissive documents for the indicated works and ensured the final receipt of the objects, the amount of the commission charged is about 10-15% of the value of these contracts.

The mayor of Chisinau, Ion Ceban, stated that the searches carried out at Chisinau City Hall were “politically motivated actions” and accused the “government of intimidation.” In response, PAS spokesperson Adriana Vlas described the accusations as “aberrations”.
