The executive argued this necessity through the existence of threats and, respectively, the need to ensure the security of the supply of energy resources, manage the flow of refugees and counter other security risks. "In the current situation, there is still a need for levers and tools that allow quick and efficient decisions to be made," said Prime Minister Natalia Gavrilița in the plenary session of the Parliament. During the state of emergency, the Commission for Emergency Situations will issue mandatory and enforceable provisions for the heads of central and local public administration authorities, economic agents, public institutions, as well as for citizens and other persons located on the territory of the Republic of Moldova. On February 24, 2022, at the proposal of the Government of the Republic of Moldova, the Parliament declared a state of emergency throughout the country, taking into account the imminent danger to national security caused by the war in Ukraine. Since February 24, the state of emergency has been extended several times. Last time, Parliament voted to extend the state of emergency by 60 days, starting on October 7.
