Car transactions online: Over 50 Moldovans tested the ASP online service
About 50 citizens of the Republic of Moldova have taken advantage of the online vehicle purchase and sale service, allowing them to complete transactions without visiting the Public Services Agency offices. The process is straightforward: applicants receive a provisional registration certificate within two hours of submitting their online application. Currently, this service is not available for legal entities, but the Public Services Agency (ASP) said that it would be available for them soon.

Two months ago, Ion Crețu sold a car using an online service. He found the procedure to be very easy, especially since there is an online guide available.
“It is a great option. I have electronic signature, and we already benefited from this service to sell a vehicle without having to visit the registration office in person. It was very convenient, and we saved time and travel expenses,” said Ion Crețu, a resident of Chișinău.
Many people who go to the registration department either don’t know about this service or don't have an electronic signature.
“We live in a busy time; we have work and children, so having this option is very welcome,” said another resident.
“For the first registration in the country, you must physically bring the motorcycle. This service is very convenient; the only requirement is that people must have an electronic signature,” they added.
The electronic service for transferring vehicle ownership issues a provisional registration certificate. An electronic signature is required to apply. The applicant must be a citizen of the Republic of Moldova, at least 18 years old, possess an identity card, and have the vehicle registered in the State Register. The buyer must be an individual, while the seller can also be a legal entity.
“There are some mandatory conditions: a qualified electronic signature, and the car must not have any restrictions, such as domestic or INTERPOL restrictions. These are the basic requirements. Otherwise, if there are no other restrictions, the transaction is approved within 2-3 hours,” explained Iacov Zavtur, head of the ASP registration department.
“In the application, we must include the buyer’s details, including their email address. From this portal, an invitation to accept the application is sent to the buyer. The buyer receives a link and can view exactly the request that the seller fulfilled,” explained Aurelia Rotaru, head of vehicle registration in Chișinău.
The transaction value must not exceed 50 average salaries in the economy, which for 2024 is 685,000 lei. Over the past three years, an average of 90,000 car sales transactions were reported, with about 9% being new cars and the remaining 91% being previously registered vehicles.
