Ungheni Court annuls validation of Nicanor Ciochină's mayoral mandate

On Wednesday, June 25, the Ungheni Court annulled the decision made by the Electoral Council of Boldurești. This decision had affirmed the scheduling of a second round of local elections on June 1, 2025, and declared Nicanor Ciochină as the mayor of the Boldurești commune, Nisporeni district.

The court has partially ruled in favor of independent candidate Sergiu Bulicanu, who challenged the recent electoral decisions. Consequently, both the confirmation of the second round of voting and the validation of Nicanor Ciochină's mayoral mandate were annulled during the court session.

However, the court rejected the request for a complete annulment of the elections, determining that there were insufficient grounds to declare the elections null and void.

The decision is final and enforceable immediately, but it can be appealed to the Nord Court of Appeal within three days of its announcement.

When contacted for comments, representatives of the Central Electoral Commission (CEC) stated they would provide further explanations later.

We remind you that in Boldurești commune, Nisporeni district, Nicanor Ciochină won the elections with 615 votes, which is 13 more than his opponent, Sergiu Bulicanu.

After the June 1 election, Bulicanu requested a recount, citing irregularities in the electoral process. Following the recount, a discrepancy was found between the number of valid votes cast for the candidates and the total number of valid votes. According to data presented by the CEC, Ciochină received 614 votes, while Bulicanu received 604 votes.

Additionally, it is worth mentioning that, according to the minutes published by the CEC, a total of 1,242 voters received ballots, and 1,241 people participated in the voting.

Nicanor Ciochină is currently facing accusations of fatally injuring a 14-year-old child on the evening of February 19, 2024, and leaving the scene of the incident. He allegedly attempted to cover up the accident and evade criminal prosecution. A doctor from Nisporeni is also implicated in the case for allegedly aiding Ciochină in concealing evidence. The doctor is being investigated while at liberty and does not admit to any wrongdoing. Previously, he had been suspended from his position by the Central Electoral Commission.
