Moldova energy project advances: Landowners paid

Expropriation proposals for the Vulcănești–Chișinău 400 kV Overhead Power Line (OPL) project have been delivered to all 34 targeted localities, and over 70% of landowners have already received their compensation, as announced by the Consolidated Unit for Energy Project Implementation and Monitoring (UCIPE).

According to UCIPE Director Ruslan Surugiu, the process is complex, involving land valuation, compensation calculation, file processing, and identifying owners, especially since many have died and their heirs have not yet finalized the succession documents.

Authorities remind owners who have not yet claimed their compensation that they can still do so within three years of receiving the expropriation proposal – meaning until 2027 or 2028, depending on the case.

To receive compensation, applicants need to complete a request form (a template is attached to the expropriation proposal), enclose their property documents, and send the application to: UCIPE, str. Alecu Russo 1, block A1, 16th floor, Chișinău. After processing, the funds can be collected from any Post Office.

UCIPE states that all compensation funds are held in a special account and can be claimed at any time within the legal deadline.

The Vulcănești–Chișinău OPL project has been declared of national public utility, and in total over 5,450 plots of land have been expropriated, with approximately 900 of these being permanently expropriated. The project is being implemented by the Government of the Republic of Moldova through the Ministry of Energy and UCIPE, with the support of the World Bank.
