Expanded protections for domestic violence victims and journalists

The Parliament of the Republic of Moldova has adopted, in its second reading, a draft law aimed at enhancing protection measures against violence towards women, including online violence. This draft law also reinforces the protections for journalists. 62 deputies supported it and includes significant changes to the legislation in line with international standards set forth by the Istanbul Convention.
The document introduces the concept of “digital violence” and expands the definition of economic violence to encompass abuses conducted through information technologies. This includes illegal activities such as misusing bank funds or sharing intimate content without the consent of the individuals involved. New measures were proposed, such as requiring aggressors to remove abusive content from their devices, banning their access to electronic networks, and restricting the use of anonymous communication services.
Additionally, the duration of protection orders was extended from 3 to 6 months, and the emergency restriction order has increased from 10 to 20 days.
The draft also suggests amendments to the Criminal Code, which include criminalizing acts of persecution and forced marriage. Penalties for sexual harassment have become more severe, with potential fines of up to 50,000 lei, community service, or imprisonment for up to four years.
Official data indicate that 73% of women in the Republic of Moldova who have had an intimate partner have experienced some form of violence, with psychological violence being the most prevalent. In 2024, authorities monitored over 1,100 protection orders, with nearly half of these orders being violated by the aggressors.

At the initiative of the PAS deputies, new provisions have been included to protect journalists. Individuals who intimidate or obstruct the work of the media may face minor or criminal penalties.
We remind you that last week several journalists experienced assaults or intimidation while carrying out their duties. The most recent incident occurred on July 3 at the Chisinau Court based in Buiucani, during a court hearing related to the case of Comrat Mayor Evghenia Guțul. TV8 journalist Andrei Captarenco was assaulted and attacked by supporters of the mayor who were protesting outside the courthouse.
