Fast-tracked bills: Moldovan Parliament's transparency under fire

Parliament fast-tracked 79 bills in a single day; 22 of them were introduced just 1-2 days prior.

The agenda was altered during the session, severely impacting transparency. These are the findings of the "Promo-LEX" Association, following its monitoring of the current legislature's final session.

Experts noted, among other concerns, that 38 bills were passed without accompanying documents being published, 41 restricted MPs' right to submit amendments, and debate time for 54 bills was around two minutes.

"Promo-LEX" representatives also highlighted that during Parliament's spring session, 23 plenary sittings took place, with between 25% and 65% of adopted bills having transparency issues.

Positive aspects highlighted by the association include consensual votes on specific initiatives in certain areas and real-time access to project documents.

The current parliamentary legislature's mandate expired on July 11; however, the institution remains operational, with certain restrictions, until its new composition is legally convened.

At the close of the current legislature's term, deputies from the Bloc of Communists and Socialists accused the ruling party of enacting "anti-popular decisions," "destroying" national institutions, and "compromising the state's sovereignty."

Conversely, the Party of Action and Solidarity asserts that the government implemented reforms, effectively managed multiple crises, and made "significant strides" in developing the medical and educational sectors.
