Parliamentary election candidates can submit their files; CEC sets participation requirements

From July 20 until August 19, 2025, individuals interested in running for office in the parliamentary elections can submit their applications to the Central Electoral Commission (CEC). According to the CEC, eligible citizens of the Republic of Moldova must be at least 18 years old by election day and should not have any restrictions on their right to vote or be elected in order to participate in the electoral process.

Candidates for the parliamentary elections in the Republic of Moldova may be nominated by political parties that have the right to participate, based on data submitted by the Public Services Agency and confirmed by the Central Electoral Commission (CEC). Additionally, electoral blocs registered with the electoral authority can also nominate candidates. Independent candidates are permitted to participate, provided they have not been members of a political party and have not publicly expressed support for any party within the last 70 days before the elections.

For political parties and electoral blocs, the nomination of candidates for the position of deputy in Parliament follows a special procedure conducted within meetings of their statutory bodies. This process must be documented, including minutes of the decisions or meetings regarding the nomination of candidates, along with a nominal list of participants in those meetings and documents that confirm the composition of the responsible body. The CEC will communicate this information.

Independent candidates must collect and submit subscription lists containing signatures from at least 2,000 and no more than 2,500 people. However, for female candidates, the requirement is reduced to a minimum of 1,000 and a maximum of 2,500 signatures. To gather these signatures, independent candidates may form initiative groups.

Political parties and electoral blocs must submit lists of candidates comprising at least 51 and no more than 111 individuals, along with necessary documentation for each candidate, in accordance with regulations set by the CEC. These lists must be submitted in Romanian, both in paper and electronic formats, and must adhere to a gender quota of at least 40% representation for each sex.

The parliamentary elections are scheduled for September 28, 2025.
