Moldova will join regional cyber alliance with Ukraine and Romania

The Republic of Moldova will join a regional cybersecurity alliance with Ukraine and Romania. This initiative is designed to enhance defense capabilities against cyber and hybrid attacks, particularly in an increasingly complex and vulnerable regional environment, largely due to hostile actions from the Russian Federation.
An announcement was made by the Ukrainian press following consultations held by representatives of the National Security and Defense Council of Ukraine on July 30 in Chernivtsi. During these meetings, the principles of a future alliance were agreed upon.
For the Republic of Moldova, participating in this alliance represents a strategic step towards strengthening its own cybersecurity and deepening cooperation with regional partners in crucial areas such as the protection of critical infrastructure, sharing information about threats, and developing advanced technological solutions.
According to the authorities involved, the alliance will pursue the following objectives:
- Create a common rapid response mechanism for cyberattacks.
- Exchange operational information on risks and cyberattacks.
- Develop solutions based on artificial intelligence.
- Organize joint cyber defense exercises and train specialists from the three countries.
- Protect democratic institutions and enhance resilience to hybrid attacks.
“Russia uses cyberspace to launch systematic attacks against democratic states. This alliance will enable better coordination and collective protection,” said Natalia Tkachyuk, secretary of the National Cybersecurity Coordination Center of Ukraine.
The Chernivtsi Regional State Administration proposed the establishment of a regional cybersecurity center, which would provide the necessary organizational foundation for the alliance's functioning. Governor Ruslan Zaparaniuk noted that this initiative would strengthen cybersecurity both regionally and internationally.
During the consultations, Oleksandr Potii, head of the State Service of Ukraine for Special Communications, expressed his support for the alliance's formation, emphasizing the need for enhanced cyber resilience in the region.
Representatives from Ukraine’s Ministry of Foreign Affairs also underscored the necessity of creating new international mechanisms for cooperation and cyber diplomacy.
The National Security and Defence Council emphasised that forming the cyber alliance is part of the agreements reached by the presidents of Ukraine, Romania, and the Republic of Moldova during the fourth Ukraine-South-Eastern Europe Summit, viewing it as a crucial step in bolstering regional security.
