ELECTIONS 2025 // Court of Appeal sides with CEC: Three parties linked to convicted Shor barred from elections

The parties "Sansă," "Victorie" and "Forța de Alternativa și de Salvare a Moldovei" could be banned from participating in the parliamentary elections on September 28. The Supreme Court of Justice will make the final decision on this matter.

The Central Court of Appeal dismissed as “unfounded” the requests made by the leaders of three political parties seeking to annul the Central Electoral Commission's (CEC) decision, which was approved on August 3, that excluded them from the list of parties eligible to participate in this fall’s parliamentary elections.

However, the parties—“Sansa” “Victorie” and “Forța de Alternativa și de Salvare a Moldovei”—have the option to challenge the appeal court's decision at the Supreme Court of Justice within three days.

The CEC based its decision to exclude these three parties on the Public Services Agency's decisions not to register changes in the data recorded in the State Register of Legal Entities.

Previously, these parties, along with the “Renaștere” party, formed the “Victoria” electoral bloc in Moscow to participate in the parliamentary elections. The Central Electoral Authority rejected the registration application for this bloc.

One of the reasons cited by the CEC for this exclusion was a notification from the Intelligence and Security Service regarding the direct involvement of Ilan Șor, the leader of the political party “Șor,” which was declared unconstitutional by a Constitutional Court decision in 2023, in the formation of the so-called electoral bloc.

Following this, the “Renaștere” Party submitted its registration documents separately to the CEC and is currently awaiting the Central Electoral Authority's decision regarding its participation in the autumn elections.
