"PobedaLeaks": 800 people from the Republic of Moldova on the list of employees of the "Eurasia" organization, affiliated with Shor
Approximately 800 individuals with Moldovan names appear on the employee list for June 2025 of the "Eurasia" organization. This entity is affiliated with the convicted Ilan Shor and has been internationally sanctioned for its actions aimed at destabilizing the situation in the Republic of Moldova, particularly in relation to elections.
Their names appear in several documents and conversations that were leaked from within, after several communication channels associated with the Shor group and the "Victory" Bloc were hacked and published on September 3 on the group's Telegram channels.
Ceban's godfather and Svetlana Popan, employees of "Eurasia"
Ziarul de Garda, which analyzed the respective lists, writes that among the people paid by "Eurasia" are also several public officials from the Shor group, including those convicted for illegal financing of the former "Shor" Party.
In total, 85 people are listed as coordinators in the "General Division", with monthly salaries of 51,200 rubles, or approximately 11,000 lei.
The names of Ruslan Garbalî, the godfather of Ion Ceban, relieved mayor and one of the leaders of the "Alternativa" Bloc, appear on the lists. In April 2025, Ceban announced that he was dismissing his godfather from the position of advisor to the General Director of S.A. "Apa-Canal" Chisinau, citing "reasonable suspicions" without providing details.
"In August 2025, Garbalî was allegedly involved in organizing the protests announced by Ilan Shor, as evidenced by the statements of a young man from the Gagauz region documented by the police for illegal actions", writes ZdG.
The same list also includes Svetlana Popan, sentenced to six years in prison in the same case as the governor of the Gagauz region, Evghenia Guțul, for illegal financing of the former "Shor" Party. Popan was a secretary in the Central Office of the party, which was declared unconstitutional in June 2023.
Also listed is Ștefan Bolea, former president of the Călărași district, who switched from the Socialists to the "Renaștere" Party in 2023. He is under criminal investigation in a case regarding corruption acts committed within the Călărași district council.
"Travolta"/Ilan Șor, instructions for employees of his companies
At the same time, in addition to "Eurasia", two other companies affiliated with the convicted Ilan Șor are run by Moldovans.
Specifically, the name of Victor Alexandreanu is presented, in the aforementioned documents, as the general director of the "AnyKey" company. He is a former member and donor of the former "Șor" Party, and currently - associate and administrator of the "Sonacom" SRL company in Chișinău.
The company announces on its website that it has provided services to several companies in the Republic of Moldova currently or previously controlled by Ilan Șor, such as the "Merișor" chain of stores, Air Moldova, Chișinău International Airport, DFM SRL, Aerofood SRL, Aeroport Handling, as well as to some public institutions.
One of the documents also shows a letter from March 2025, confirming that Alexandreanu obtained a visa, which states that he has been employed by "Any Key" since October 30, 2024, with a monthly salary of 345 thousand rubles, equivalent to approximately 74 thousand lei.
Asked by ZdG to confirm whether or not he is an employee of this company controlled by Shor, Alexandreanu did not want to answer: "I can't tell you anything now. Sorry, I'm in a hurry".
Another Moldovan boss who appears in one of Shor's companies is Maria Albot, a former deputy of the former Shor Party. In the leaked documents, she appears as the head of the customer service department at the company "Trace Road", with a monthly salary of 250,000 rubles or 54,000 lei. Albot was also a shareholder at Banca Socială, one of the three banks involved in the banking fraud.
ZdG reporters also found that Ilan Șor would participate in discussions with employees and give instructions or scold them from the account with the nickname "travolta".
