ADEPT launches parliamentary elections section on alegeri.md

The Republic of Moldova is entering the final week of campaigning for the parliamentary elections scheduled for September 28. This election is of great significance for the country's future. To assist voters in better understanding the electoral process, the Association for Participatory Democracy (ADEPT), with the support of the Civic Coalition for Free and Fair Elections (CALC), has announced the launch of a dedicated section for this election on the alegeri.md platform.
CALC Secretary Polina Panainte emphasized at a press conference that the platform represents "a vast political encyclopedia of the Republic of Moldova", with information gathered and structured over three decades. The platform reflects not only the current election, but also previous election campaigns, the evolution of political parties since the adoption of the Law on Political Parties in 1999, changes of governments and their programs, as well as changes in the composition of parliamentary factions.
The 2025 Parliamentary Elections section provides information about:
- the 23 electoral contestants registered in the race for Parliament;
- electoral platforms collected from parties and blocs (12 programs fully uploaded to the site to date);
- lists of candidates presented in an interactive format, with the possibility of sorting by age, gender, declared income or participation in previous elections;
- comparative statistics between the 2021 and 2025 elections, including the number of new candidates, changes in lists and compliance with the gender quota;
- information on the political spectrum of the parties, the number of members, allocations from the state budget and excerpts from the statutes.
For example, the data presented shows that the New Historical Option Party proposes a completely new list of candidates for this year's elections, while the Action and Solidarity Party has 49 candidates who also participated in the previous election. Other statistics highlight the average age of the candidates. The lowest (40 years) is the Moldovan National Party, while the candidates of the Unirea Națiunii Bloc have the highest average age – 63 years. Additionally, ALDE and the League of Cities and Communes stand out for having a higher share of women on their lists.
Voting in the diaspora – a priority
A separate chapter of the platform is dedicated to voting abroad, a topic that ADEPT has been following since 2010, in accordance with the recommendations of the Council of Europe and the Venice Commission.
For the 2025 election, alegeri.md provides details about the preliminary registration of voters, specifying that 16,149 applications were submitted from 58 countries, of which over 13,000 from the Russian Federation. Voters will also find on the site the addresses of the 301 polling stations opened abroad, with direct links to Google Maps for each station. The stations that have changed their location compared to the previous election are also highlighted. For example, in Germany there will be 36 stations in 31 cities, eight of which have new locations.
"We work with official information provided by the Central Electoral Commission, and the addresses of polling stations abroad are also public on the CEC website. What we do is take this information, verify it and present it in as much detail as possible, as easily understandable by voters, so that they can more easily reach the polling station, know where this station is located in order to cast their vote," said Grigore Stegarescu, ADEPT project coordinator.
The section dedicated to the parliamentary elections of September 28 was developed by ADEPT with the financial support of the East European Foundation, funded by Sweden. "We set out, as always, to offer citizens a source of correct, objective and neutral information. I could say that it is a guide for citizens, for voters, to vote consciously in Sunday's elections," added the ADEPT project coordinator.
Transparency and public data
Another novelty of the platform is the processing and presentation of the income declared by the candidates for the year 2024. The data can be consulted for each candidate individually, as well as in comparison with the average income reported by candidates from other formations.
The site also allows users to view the geographical representation of the candidates. For example, the Moldovan National Party has 70% of candidates from the municipality of Chisinau, while the League of Cities and Communes only 15%.
Voting day and after
The ADEPT representatives announce that on the day of the election the platform will publish, at exact times, the turnout rate at the polls, including for the sections abroad, and immediately after the polls close, the preliminary results, the distribution of mandates and the initial list of elected deputies will be available.
"Alegeri.md continues to present objective and neutral information in this context marked by disinformation. We encourage journalists and voters to obtain information from credible and truthful sources and to vote informed and conscious in Sunday's elections", emphasized Grigore Stegarescu.
The Association for Participatory Democracy will publish a detailed analysis of the electoral platforms of the candidates in the parliamentary elections on September 28 this week. ADEPT experts will examine who and what is being promised, as well as the coherence and relevance of the commitments undertaken by the electoral competitors. The organization also announced that it will present by the end of the week possible post-electoral scenarios, including governing formulas that could result from the elections, depending on different voting configurations.
The Coalition for Free and Fair Elections includes 30 non-governmental organizations involved in mobilizing the most excellent possible turnout and ensuring access to accurate, objective information, so that every voter can assume the responsibility of an informed vote.
