PARLIAMENTARY ELECTIONS 2025 | Voter turnout over 52%: Over 1.6 million voters went to the polls

Moldovans head to the polls on Sunday, September 28, to elect a new parliament. The election threshold for validation requires a minimum turnout of one-third of registered voters. As of 1 September 2025, the State Register of Voters included 3,299,396 eligible voters.

The voting process continues at polling stations abroad.

By 10:00 p.m., over 1.6 million voters had participated in the vote, representing a turnout rate of 52.04%.

The voter participation rate is approximately 4% higher than in the early parliamentary elections of 2021.

By 9:00 p.m., when the polling stations across the Republic of Moldova closed, over 1,591,000 voters, or 51.9% of those registered, had cast their votes in the election.

Turnout threshold passed for Moldova's parliamentary election

Over 970,000 voters—33.33% of the electorate—had cast their ballots by 14:33 local time, meeting the minimum threshold required to validate the country's parliamentary election.

The 33.3% threshold was reached one hour earlier than in the 2021 parliamentary election.

A turnout of at least one-third of the registered electorate is required for the elections to be declared valid.

Women have remained the most active voters, making up 53.47% of the turnout. The most active age groups were:

36-to-45 (23%)

46-to-55 (17.8%)

26-to-35 (17%)

Voter turnout hits 31.5% by 14:00 (2pm)

The Central Electoral Commission (CEC) says 31.5% of the total registered electorate, or more than 907,400 voters, had cast their ballots by 14:00 (2pm).

Women are voting most actively, making up more than 53% of the turnout.

26.3% turnout recorded by 13:00 local time

A total of 750,000 voters—equating to 26.3% of the registered electorate—had cast their ballots by 13:00.

The highest participation was seen in the 36-45 age category, which accounted for 23% of the total, followed by the 46-55 group (17.8%).

Voters aged 76 and over accounted for 4.7% of the total, while the 18-25 age group represented 9.7%.

By comparison, in the 2021 parliamentary election, turnout was 23.7% at 12:30 local time.

Moldova elections: Over 666,000 people vote by midday

More than 666,700 people had voted by 12:30 local time, representing a turnout of 23.49% of all registered electors.

The figure is similar to the 2021 parliamentary election, when 23.7% of voters had cast their ballots at the same time.

More than 400 thousand Moldovans voted by 11:00 am

By 11:00 EET, more than 401,000 people in Moldova had voted in the 2025 parliamentary election. The turnout represents 14.36% of registered voters, according to data from the CEC (Central Electoral Commission).

Moldova election: Lower turnout recorded by 10:00

By 10:00 local time, approximately 245,000 voters (8.8%) had voted in the Moldovan election. The figures indicate lower participation compared with the same period four years ago.

Of those, 20,400 votes were cast at polling stations abroad, and 2,800 came from areas on the left bank of the Nistru River (commonly referred to as Transnistria).

The same 8.8% figure was reached earlier, at 09:30, during the previous election held four years ago.

Moldova elections: Early turnout stands at 6.6%

The Central Electoral Commission (CEC) reports that by 9:30 AM, over 182,000 people—about 6.6% of registered voters—had cast their ballots in the Moldovan parliamentary elections.

The breakdown shows that 15,100 votes came from polling stations opened for the diaspora abroad, while 2,300 were cast at special stations designated for voters from the separatist Transnistria region.

The early figure contrasts with the 2021 parliamentary election, which saw a higher turnout of 8.8% at the same time. However, it is higher than the 5.2% recorded during the first round of the 2024 presidential elections.

Low early turnout reported

In the parliamentary election, just 82,011 citizens had voted by 08:25 local time, representing only 2.98% of registered voters.

Voter turnout has fluctuated over the past 15 years. While the rate stood at 63.37% in 2010, it dropped to 57.28% in 2014.

The 2019 parliamentary election was organized under a mixed electoral system. The turnout rate was 50.14% for single-member constituencies and 50.57% for the national constituency.

Two years later, in the 2021 snap election, the voter turnout rose to 52.3%. Approximately 1.5 million voters voted four years ago, including more than 200,000 in the diaspora.

In the last election, the pro-EU Action and Solidarity Party secured a clear majority of 63 seats. The Bloc of Communists and Socialists came second with 32 seats, and the pro-Russian Şor Party managed to pass the electoral threshold, securing six seats. In 2023, the party, led by the convicted oligarch Ilan Șor, was declared unconstitutional, and its deputies continued their work in parliament as independent MPs.
