Future government will have a new justice minister: Maia Sandu appoints Veronica Mihailov-Moraru as presidential advisor

Veronica Mihailov-Moraru, the acting Minister of Justice, will not be part of the new government. On Friday, October 24, the President of the Republic of Moldova, Maia Sandu, signed a decree appointing her as Presidential Advisor for Justice. Mihailov-Moraru is set to begin her new role as Presidential Advisor on November 11, 2025.
"Veronica Mihailov-Moraru is a lawyer with extensive professional experience, who has contributed to the development and implementation of policies to strengthen the rule of law, anti-corruption measures and the protection of human rights," reads the press release issued by the Presidency on Friday, October 24.
A lawyer by profession, Mihailov-Moraru has served as the Ministry of Justice's head since February 2023, after previously holding the position of Secretary of State at the same institution. Throughout her career, she has worked in the public sector and in international organizations, being involved in reforming the justice system, promoting transparency and integrity in the judicial system.
As a minister, she coordinated the vetting process of judges and prosecutors. In 2023, the US Department of State awarded her the title of "Anti-Corruption Champion" for her commitment to strengthening the rule of law.
The Presidency of the Republic of Moldova reiterated that the justice sector remains a strategic priority throughout the negotiations for EU accession.
Also on Friday, the acting Minister of Justice presented the institution's activity report. According to Veronica Mihailov-Moraru, more than half of the actions provided for in the justice reform strategy have been implemented, 103 magistrates and prosecutors have passed the external evaluation process, and the number of courts and prosecutors' offices has been optimized.
