Ukraine interested in Moldova's experience in organizing elections amid foreign interference

The Ukrainian electoral authorities are seeking insights from the Republic of Moldova on strategies to combat disinformation and foreign interference during election campaigns. They are also interested in innovative solutions related to the digitalization of electoral processes. These topics were discussed during an official visit to Chisinau by a delegation from Ukraine's Central Election Commission, led by Chairman Oleg Didenko. The delegation met with the Central Election Commission of the Republic of Moldova on Friday.

During the meeting, members of the two institutions analyzed the main lessons learned from the parliamentary elections of September 28, 2025, a complex electoral exercise that, according to the CEC, confirmed the democratic resilience and adaptive capacity of the Moldovan authorities in the face of modern challenges. Among the central themes were combating disinformation, countering foreign interference and the challenges generated by the use of artificial intelligence in the information space.

“The experience of the 2025 elections has demonstrated that only through cooperation, transparency and adaptation to new technological realities can we protect the integrity of the electoral process and the trust of citizens”, declared the President of the Central Electoral Commission of the Republic of Moldova, Angelica Caraman.

In turn, the Chairman of the Central Election Commission of Ukraine, Oleg Didenko, appreciated the openness and professionalism of his colleagues from the Republic of Moldova, noting the interest in adopting good practices, "especially in the field of combating disinformation and digitalization of electoral processes".

The officials also discussed measures to prevent and sanction illegal financing of electoral campaigns, strengthen transparency of competitors' expenses, and monitor their activities on social networks. The topic of digital process security and the possible introduction of postal voting for citizens abroad was also addressed.

The meeting ended with the reaffirmation of the joint commitment to intensify bilateral cooperation and promote free, transparent and secure elections in the region. The visit of the Ukrainian delegation was made possible with the support of the International IDEA organization, within the framework of programs dedicated to strengthening the capacities of electoral institutions and the exchange of international experience.
