ASP launches special civil status program; services paused end of October

The Public Services Agency (ASP) is launching a special program this week to provide civil status services. This initiative is part of the implementation of the new "Civil Status Acts" information system, which will be operational starting November 3, 2025.
On Monday and Tuesday, October 27–28, citizens can only submit applications for “On the day of application” deadlines and for the issuance of documents that will take 20 to 25 business days. Service counters will be open only until 12:00 PM, and prior appointments will not be accepted.
From October 29 to 31, all civil status departments in multifunctional centers, as well as the Directorate for Hearing and Issuance of Civil Status Documents located on Mihai Viteazul Street 11/1, will temporarily suspend operations. During these days, applications for civil status services will not be accepted.
The Agency for Public Services (ASP) states that these measures are necessary to prepare for the launch of a new digital system that will improve citizen access to modern services. According to a press release from the agency, “ASP is currently implementing a large-scale program to modernize its services, including the expansion of online services, which will greatly enhance citizen interaction with the institution.”
Furthermore, until November 4, 2025, applications for civil status services will not be accepted online. Documents will be available exclusively at the counters of multifunctional centers and at the Directorate for Hearing and Issuance of Civil Status Documents.
