Alexandru Munteanu announced his full government team, with over half of the ministers keeping their posts

Nine deputy prime ministers and ministers from the former Recean Government and eight new ministers, three of whom held other positions in the former Executive. Prime Minister-designate Alexandru Munteanu presented on Tuesday, October 28, the team with which he will go to Parliament to request a vote of confidence from the deputies.
"This is the team with which I will go to Parliament to ask for a vote of confidence from the deputies. Our priority is to ensure economic growth, together with a professional government team that will guarantee that the Republic of Moldova is ready for EU accession in the coming years," Alexandru Munteanu wrote on his Facebook page.

The new team proposed by Munteanu also includes Eugen Osmochescu - proposed for the position of Deputy Prime Minister, Minister of Economic Development and Digitalization, Valeriu Chiveri - Deputy Prime Minister for Reintegration, Vladislav Cojuhari - Minister of Justice, Andrian Gavriliță - Minister of Finance, Natalia Plugaru - Minister of Labor and Social Protection, Emil Ceban - Minister of Health, Gheorghe Hajder - Minister of Environment and Cristian Jardan - Minister of Culture.
Three of the proposed ministers previously held positions in the Recean Government: Vladislav Cojuhari was Secretary of State at the Ministry of Internal Affairs, Gheorghe Hajder - Secretary of State at the Ministry of Environment and Cristian Jardan - Advisor to Prime Minister Dorin Recean.
Also, the acting Minister of the Ministry of Labor and Social Protection will take over the position of Secretary General of the State Chancellery.
"EU, Peace, Development" – the governing program of the Munteanu Government
The Government's activity program, made public by the designated Prime Minister, Alexandru Munteanu, is oriented towards the European integration of the Republic of Moldova, maintaining peace, ensuring prosperity and increasing the quality of life, with the objective of transforming the pro-European commitment into concrete benefits for citizens even before formal accession to the European Union.
The main provisions of the governing program, presented by the designated Prime Minister:
Completion of the negotiations for the accession of the Republic of Moldova to the EU by 2028;
Financing of about 25,000 enterprises, mobilizing private investments up to four billion euros and major infrastructure projects – industrial parks, logistics hubs;
Increasing the value of domestic products and services exported up to at least 50% of the GDP, ensuring access to new markets, especially the European one;
Increase of the minimum wage to 10,000 lei and the average wage to 25,000 lei in the medium term, active employment programs for 100,000 people and expansion of the social services network for the elderly and disabled;
Investments in education of at least six billion lei: training of teachers, expansion of model schools, modernized curriculum, dual education and doubling of scholarships for pupils and students;
Modernization of hospitals, digitalization of the sector, electronic medical records, telemedicine and expansion of rehabilitation and palliative care services;
Planting of up to 60,000 ha of forests, rehabilitation of lakes and watercourses, waste management and development of the circular economy with regional infrastructure for waste collection and recovery;
Full interconnection with the EU energy market, including through the completion of the Chisinau - Vulcănești power lines, the construction of the Suceava - Bălți power line, the advancement of the Gutinaș - Strașeni and Dnevstrovsk - Bălți power lines, investments in generation of at least 300 MW and increasing the share of renewables to 30% of consumption;
Rehabilitation of roads over a distance of up to 3,000 km, the construction of the Chisinau ring road, bridges over the Prut, modernization of railways and airports, development of the Giurgiulesti port;
Modernization of civil protection, operationalization of the National Crisis Management Center, equipping intervention services and increasing the response capacity to hybrid threats;
Completion of the extraordinary assessment of the integrity of judges and prosecutors by the end of December 2026, improvement of the system of investigation and trial of corruption cases, acceleration of confiscations and digitalization of judicial services;
Policies for cohesion between the two banks of the Nistru, non-discriminatory public services in the eastern districts and diplomatic actions to reduce risks in the Transnistrian region.
Acceleration of the modernization of the military capabilities of the National Army, expansion of international cooperation in the field of defense and gradual integration into the European security architecture, adoption of common standards and active engagement in European initiatives within the framework of the Common Security and Defense Policy.
We would like to point out that Alexandru Munteanu is the proposal of the parliamentary faction of the Action and Solidarity Party, which has the majority in Parliament, for the position of Prime Minister. President Maia Sandu signed the decree on the designation of the candidate for the position of Prime Minister on October 24, after consulting the parliamentary factions.
The Parliament Speaker, Igor Grosu, announced that the future Government will most likely be sworn in on October 31.
