30-day arrest for Râșcani district president over alleged destabilization plot in Moldova

The President of the Rascani district, Vladimir Mizdrenco, was placed under preventive arrest for 30 days at the request of the Prosecutor's Office for Combating Organized Crime and Special Cases (PCCOCS). This action is part of an investigation into training conducted in Serbia aimed at preparing for mass disturbances in the Republic of Moldova. Additionally, Municipal Councilor Maxim Moroșanu, the second official implicated in the investigation, is being monitored while at large and is prohibited from leaving the country.
The measures were ordered by the investigating judge after the seven searches carried out on Monday in the north of the country, the Prosecutor General's Office said in a statement.
According to PCCOCS prosecutors and police officers involved in the investigation, since July 2025 an organized group of people have acted deliberately and against financial benefits to carry out illegal activities aimed at destabilizing the internal situation.
According to the investigation, the group members communicated via messaging apps such as WhatsApp and Telegram, where coordination channels were created. They have received direct instructions from the coordinators regarding the conduct of destructive actions directed against state buildings, historical monuments and other strategic objectives.
The purpose of these actions, according to the prosecutors, was to create a climate of social tension and trigger violent protests that would affect public order and the safety of citizens. Participants in the actions were subsequently remunerated via electronic wallets or cash. The criminal investigations continue, according to the cited source.
