Cybercor, UTM, and NCC Romania sign a protocol to boost Moldova’s cybersecurity

The Republic of Moldova has made a significant advance in enhancing national security and integrating into the European digital space by signing a Collaboration Protocol. This agreement involves the National Institute for Innovations in Cybersecurity (Cybercor), the Technical University of Moldova (UTM), and the National Cybersecurity Coordination Center of Romania (NCC RO).
An agreement was signed on November 5 in Chisinau to establish a framework for bilateral cooperation. This framework focuses on transferring expertise, implementing best practices, and providing professional training in the field of cybersecurity. The goal is to reduce digital vulnerabilities by promoting collaboration among the public, private, and academic sectors.
Overview of the Cybercor - UTM - NCC RO Partnership
The signatories of this protocol aim to establish common training and certification programs that are mutually recognized by Romania and the Republic of Moldova. The partnership focuses on developing joint student and professional activities, including hackathons, conferences, incubators, and accelerators. Additionally, it aims to facilitate access to European funding for cybersecurity collaborative projects.
Ana Maria Busoianu, the director of the National Cyber Security Coordination Center Romania (NCC RO), emphasized the significance of this collaboration during the event. She stated, "Our collaboration aims to enhance digital skills and ensure a unified quality framework in training by aligning the efforts of the academic community and the private sector on both sides of the Prut River." She highlighted the importance of having a common system for recognizing professional certifications.
Viorel Bostan, the rector of UTM, expressed that the partnership with Romania would directly support the acceleration of the Republic of Moldova's European integration process. He remarked, "Romanian universities have supported us throughout our years of independence. We are now stepping into a new phase—creating a common community of cybersecurity experts that will aid in the modernization and digitalization of our country." From a national security standpoint, this protocol is viewed as a fundamental step in enhancing the digital resilience of the Republic of Moldova.
CyberCon Moldova 2025 Conference
The signing of the protocol took place during the international conference CyberCon Moldova 2025. This event brought together local and international experts, as well as representatives from academia and public institutions, to discuss solutions for reducing the skills gap in cybersecurity.
Deputy Prime Minister and Minister of Economic Development and Digitalization, Eugen Osmochescu, emphasized that the digital resilience of the Republic of Moldova is not merely a strategic objective but “a reality consolidated through action, cooperation, and trust.”
“CYBERCON 2025 confirms our commitment to building a secure, open, and competitive digital ecosystem, where trust becomes the most valuable asset,” he stated.
The conference also celebrated the first anniversary of CyberCon, which, in its inaugural year, trained thousands of specialists in both public administration and the private sector, strengthening the Republic of Moldova's role as an active participant in the European digital security landscape.
